Dr. Cheng Yiheng’s Opening Speech at the RCEP 4C Webinar Series Organized by CBCGDF: Facilitate Comprehensive Interconnection

Recently, the 2nd session of the RCEP 4C webinar series co-organized by the RCEP Working Group of China Biodiversity Conservation and Green Development Foundation (CBCGDF) themed "Opportunities and Challenges of RCEP from a Domestic Perspective," was successfully held. Dr. Cheng Yiheng, a member of the international think tank Club of Rome, chaired the webinar and made a keynote speech. The abstract is as follows:

 

Carbon emission trading

 

The current trading platform is formed for countries. But other entities can take part in as well via voluntary emissions reductions (vers). America, California, private companies and others, can all contribute to carbon neutrality. Giving the private sector interest as a motive, the cutting of carbon emissions will be more achievable than simple publicity and persuasion.

 

Notice that the carbon is priced accordingly. A tree planted near a desert, by a lake, or in a saline-alkali soil can have varied costs and effects, while emissions from coal-fired power plants need a lot more effort to be "picked up" and then hydrogenated or fixed. This is the total cost problem of carbon footprint.

 

Then, remember that all we do is carbon fixation instead of carbon elimination. In the end, all carbon will be released into nature. It’s only a matter of time. This is the problem of fixation. Both the total cost of carbon reduction and fixation problems need to be represented in the transaction.

 

Impact of technology

 

Take sustainable energy as an example. To the ordinary ones, it requires basic knowledge before promoting it. For example, hydrogen energy is dangerous and self-igniting, and the nature of methane is completely different from that of natural gas. In the learning process, innovations and development will be made. This needs more than governmental participation and calls for all levels of cooperation.

 

Impact of Traditional Chinese Medicine

 

Traditional Chinese medicine has played a vital role in COVID-19 treatment in China. The “3 Medicine and 3 Prescriptions” were proved effective. "Treatise on Febrile Diseases" by Zhang Zhongjing in the Eastern Han Dynasty summarizes the prescriptions and methods for dealing with the plague. Chinese have accumulated thousands of years of experience in dealing with the pandemic.

 

The 10 ASEAN countries plus the 5 countries of China, Japan, South Korea, Australia, and New Zealand are all influenced by Chinese culture somehow. The "Treatise on Febrile Diseases" is not invented by China alone, but by mankind in that period, and crystallization of wisdom. Therefore, Chinese medicine can be used as a basis for non-governmental, cultural, medical, and anti-epidemic exchanges.

 

The three points mentioned above are what I am currently doing; through the RCEP 4C platform, we can find more partners for cooperation, and through more exchanges, mutual assistance, and cooperation.
