On the morning of March 28, 2020, around the public’s reflected that the environmental impact report (draft for review) of the Shenzhen Bay Channel dredging project (Phase I) was suspected of plagiarism and fraud, the Shenzhen Bureau of Ecology and Environment had an interview with the relevant person in charge of the South China Sea Institute of Oceanology of Chinese Academy of Sciences and the personnel who prepared the report.

In the next step, Shenzhen Bureau of Ecology and Environment will further investigate and verify the relevant situation of the incident. If any violation of laws and regulations such as Law of the People's Republic of China on Appraising of Environment Impacts, Measures for the Supervision and Administration of the Preparation of Environmental Impact Reports (Forms) on Construction Projects and other environmental protection laws and regulations is found, it will be dealt with seriously according to law. The investigation and processing will be announced to the public in time.

On March 28, 2020, the Shenzhen Waterway Affairs Center of Guangdong Province issued an explanation of the related issues on the publicity of the "Environmental Impact Report of Shenzhen Bay Channel Dredging Project (Phase 1) “. According to the explanation, the Shenzhen Waterway Affairs Center of Guangdong Province is the agent of the Shenzhen Bay Channel Dredging Engineering (Phase 1) project, and China Communication Planning and Design Institute for Water Transportation Co., Ltd is the general contractor for the preliminary consultation. According to the contract, the South China Sea Institute of Oceanology of Chinese Academy of Sciences was commissioned to carry out environmental impact assessment work. The explanation also stated that the Shenzhen Waterway Affairs Center of Guangdong Province also instructed China Communication Planning and Design Institute for Water Transportation Co., Ltd to terminate the commissioning of the environmental impact assessment and reflected related problems in the environmental impact assessment by the South China Sea Institute of Oceanology of Chinese Academy of Sciences to the relevant departments.
