Explanation of suspected plagiarism in the environmental impact report of the dredging project (Phase I) of Shenzhen Bay Channel

 

After preliminary investigation, the environmental impact assessment team of the dredging project (Phase 1) of the Shenzhen Bay Channel undertaken by us, although in the process of project implementation, carried out site surveys in accordance with prescribed procedures, investigated and collected the marine environment and ecological status data were simulated with relevant numerical values. The channel dredging project (Phase 1) of Shenzhen Bay with a total investment of nearly 110 million yuan was suspected of plagiarizing a project in Zhanjiang, Guangdong Province, and its EIA publicity was stopped by the Shenzhen Municipal Transportation Bureau on March 27, 2020.

 

The "Draft for the Channel Bay Dredging Project (Phase 1) Environmental Impact Report for Shenzhen Bay" was found on the official website of the Shenzhen Municipal Transportation Bureau (hereinafter referred to as the “Draft for Review"). The “Draft for Review” was compiled in February this year. The construction unit is the Shenzhen Waterway Affairs Center of Guangdong Province. The South China Sea Institute of Oceanology of Chinese Academy of Sciences is responsible for organizing the environmental impact assessment.

 

The "Draft for Review" mentioned that in order to better demonstrate the achievements of Shenzhen's economic and social development, the tourist routes were connected into a strip, and the study of extending the routes to the inner side of the Shenzhen Bay Bridge was launched to satisfy tourists' demand on all-round "Shenzhen sightseeing by sea". The characteristic channel project is the basic guarantee for the implementation of the “Shenzhen Sightseeing at Sea” cruise ship project. The construction scale is 145 meters wide at the bottom of the navigation channel, and the length of the route is about 11 kilometers. The length of the section to be dredged is about 4 kilometers. The total area of the sea area to be applied for is 52.2456 hectares, and the sea application period for the project is 3 months.

 

The impact of waterway engineering on the environment is mainly concentrated during the construction period, which is reflected in the impact of waterway dredging operations on water quality, marine ecological environment and marine living resources. The impact on the marine environment during construction and operation is reflected in the impact of ship environmental risk accidents.
