Recommendations for ecological protection and green development in Pu'er City:

 

A.     According to the results of GEP accounting, the value of regulating services in different land use types can be analyzed, which provides data support for regional land use planning and adjustment. Therefore, it is recommended to strengthen the monitoring of annual changes in land use, maintain and protect reasonable land use structure, especially the distribution of paddy fields in forests, shrubs, grasslands and wetlands and rice-producing areas, so as to ensure the full play of the benefits of ecosystem services.

 

B.     The accounting results show that the area of forestry land in all districts and counties in the city accounts for 69%, but the value of forestry products only accounts for 13% of the total value of the total products. Therefore, it is recommended to vigorously excavate and cultivate the types and values of forest products, especially under the forest, while ensuring the value of forests and ancillary products in agriculture, ecological energy, animal husbandry and water resources, and forestry products.

 

C.     According to the accounting data, the value of ecosystem services in Pu'er City and the value of product provision and the value of regulating services are relatively low. Pu'er City has rich characteristics of wildlife resources and multi-ethnic cultural resources. It is recommended to refer to the concept and requirements of tourism in the whole region, do a good job in planning, and strive to build a tourist business card in Pu'er City. Combine the construction of characteristic towns carried out by districts and counties to enhance and enlarge the value of the city's ecosystem services.

 

D.     In order to better play the guiding role of GEP accounting results on local ecological protection and economic and social development, it is recommended to further deepen research on agriculture, forestry, animal husbandry, fishery, water resources, ecological energy, horticultural flowers and ecology in various districts and counties. The carrying capacity and development potential of cultural tourism resources are investigated and evaluated to clarify the upper threshold of social and economic development, that is, to find the maximum developable social and economic scale in each district and county while maintaining the same value of their ecosystem adjustment services.

After that, the forum entered keynote speeches and panel discussion. American theologian, philosopher, and environmentalist, the prestigious American Academy of Arts and Sciences, the founding President of the Institute of the Postmodern Development of China, John B. Cobb Jr gave a keynote speech on “The Green Development for the Eco-Civilization”. Mr. Cobb really likes the concept of “Ecological Civilization” and the reference to “Community of a shared future for mankind”. Although there are certain difficulties in the construction of ecological civilization in the true sense of the world, it is gratifying that China has made commitments and actively carried out practice, many of which are in line with the future development direction. China is developing rapidly along the green economy and hopes that China will provide more possibilities for global sustainable development.

 

In the panel discussions, experts and scholars such as Chairman of TERRE Policy Centre, Former Director of UNEP ( United Nations Environment Programme ) and Coordinating Lead Author of IPCC, Rajendra Shende, the President of The WILD Foundation, the Co-Founder of Wilderness Foundation Global and the found and current co-chairman of the Wilderness Specialist Group of the WCPA of the IUCN, Vance G. Martin combined their own research fields and hotspots and contributed to China’s contribution to the development of global green civilization, traditional cultural heritage and “community of shared future for mankind”, eco-civilization construction and healthy living environment. Questions such as the reference value of Pu’er ecological practice have revealed profound insights.
