周晋峰致联合国环境大会第四届会议《部长宣言》草案和决议草案非正式协商会的反馈意见

编者按:绿会之前已通过联合国环境大会资格认证,取得联合国环境署领导及附属机构观察员身份。为积极响应习总书记2月1日在《求是》杂志发表的《推动我国生态文明建设迈上新台阶》的有关精神,增强我国在全球环境治理体系中的话语权和影响力,积极引导国际秩序变革方向,形成世界环境保护和可持续发展的解决方案,日前,中国绿发会秘书长周晋峰应联合国环境大会第四届会议(UNEA-4)决议草案审议委员会主席的邀请,积极参与针对即将提交给联合国环境大会第四届会议的决议草案以及《部长宣言》等草案进行一系列进行的非正式磋商。


鉴于磋商会议的时间恰逢中国传统春节、是阖家团聚之时,绿会乃以文字的形式就一系列的草案进行了反馈,并已正式提交。其中包括建议将“生态文明”作为可持续发展的指导思想。现将反馈意见的双语对照版于绿会平台分享如下。

Response to the Informal Consultation on the Draft UNEA 4 Ministerial Declaration and on Draft Resolutions

致联合国环境大会第四届会议《部长宣言》草案与决议草案非正式协商的反馈

 

CBCGDF recognizes the importance of initiatives mentioned in the declaration and commends UNEP in identifying real issues to the development of reliable conservation science to effectively inform management for sustainable development and conservation. Though we recognize that this is atypical as a declaration, and many countries may see these issues as trivial issues, the effective implementation of these policies and the provision of funds to enable their effective implementation would allow demonstrable progress to understanding the natural world and the development of plans for a more sustainable future.

中国绿发会认识到《宣言》中提到的各项举措的重要性,并高度赞赏联合国环境规划署已明确的如何在发展中科学保护等实际问题,以有效地向可持续发展和自然保护管理提供信息。虽然我们意识到这不是一项特别典型的宣言,可能不少国家会把这些问题视为微不足道的问题,然而,有效地实施这些政策、并提供资金以保障它们得以有效实施,将有助于在了解自然世界、以及制定更为可持续的未来计划方面取得显著进展。


Here we highlight areas of the declaration which could be clarified or modified to enhance its effectiveness.

在这里,我们强调声明中可以澄清或修改以提高其效力的领域。


Main priority 1: Ensure the access and use of global environmental data and develop innovative digital solutions.

主要优先事项1:确保全球环境数据的可获取和使用,并开拓创新数字解决方案。


Standardised biodiversity and environmental data is key to conservation and management. However, many countries have little or no mechanism for the collection, collation and sharing of such data, limiting our understanding of and ability to manage and conserve the natural world.

标准化的生物多样性和环境数据是自然保护与管理的关键。然而,许多国家几乎没有或根本没有收集、整理和共享这些数据的机制,限制了我们对自然世界的理解以及管理与保护的能力。


However to do this effectively the Declaration should tie into pre-existing agreements and conventions to ensure that a mechanism is developed for its successful implementation. The CBD and NBSAPs provides such a provision and thus the development of standards for data collation and sharing need to be developed so such data can be used as a reliable metric for ensuring we can quantifiably monitor the status of its biodiversity. Standards should follow agreed upon international protocols to ensure that outcomes are comparable and utilize agreed outlets.

然而,为了有效地做到这一点,《宣言》应与预已存在的国际协定和国际公约相结合,以确保建立一种机制,使其能成功地实施。《生物多样性公约》(CBD)和国家生物多样性战略和行动计划(NBSAPS)提供了这类规定,因此需要制定数据整理和共享标准,以便将这些数据用作可靠的指标,来确保我们可以量化地监测生物多样性的状态。标准应遵循商定的国际协议,以确保结果具有可比性,并利用磋商渠道。


“We” invest in national environmental data management also requires further detail to define who “we” represents, and where the sources of funds come from. Enabling adequate training and infrastructure requires access to expertise and engagement, thus organisations such as the GEF should make the provision of such funds a priority.

草案中提到了“我们”投资于国家环境数据管理——还需要进一步的细节来定义“我们”代表谁、以及其资金来源。提供足够的培训和基础设施、以及需要获得专业知识和参与,因此,全球环境基金(GEF)等组织应优先提供这类资金。


Main priority 2: Foster sustainable and efficient resource management to decarbonize, detoxify, decouple and enhance ecosystem resilience.

主要优先事项2:促进可持续和高效的资源管理,以脱碳、给环境祛毒并增强生态系统的弹性。


This section makes good points but solutions (i.e. electrified vehicles) are only more sustainable if the electricity produced is from a renewable source. Solutions must be holistic and thus look at the form of energy generation to ensure the solution is sustainable.

这一节讲得很好。但只有当生产的电力来自可再生能源时,解决方案(电动车)才能具有更好的可持续性。解决方案必须是整体的,因此要着眼于能源生产的形式,以确保解决方案是可持续的。


Agricultural systems also need to maximize sustainability and multilateral institutions must develop fairer policies around payment and the destruction of areas of high biodiversity value, especially rainforest systems and policies around international investment in agriculture should ensure crops such as palm oil do not replace high diversity forest areas.

农业系统还需要最大限度地提高可持续性,多边机构必须针对破坏生物多样性价值高的地区制定更公平支付政策,尤其是围绕国际农业投资的雨林系统和政策,应确保棕榈油等作物不会取代高多样性森林地区。


Power generation, especially the construction of dams also requires greater scrutiny on environmental impact; and alternate, lower impact forms of power generation promoted wherever possible.

Targets and policy should also be informed by science, and processes to enable science to inform policy.

The concept of Ecological Civilization should be included in the declaration as a guiding ideology for sustainable development.

“生态文明”的概念应该作为指导可持续发展的思想,纳入这份《宣言》中。


Main priority 3: Support robust engagement of civil society, citizens, private sector and academia in promoting innovative approaches for meeting global environmental challenges and sustainable production and consumption.

主要优先事项3:支持民间社会、公民、私营部门和学术界积极参与促进创新方法,以应对全球环境挑战和可持续生产和消费。


Sustainable supply chains must be developed, and sourcing policies around the development of infrastructure must also ensure that the raw materials are not sourced from particularly sensitive habitats like limestone karst ecosystems.

必须建立可持续的供应链,围绕基础设施发展的采购政策,也必须确保原材料不来自特别敏感的栖息地,如石灰岩喀斯特生态系统。


Countries should consider entitling consumers with "Green Consumption Rights" in their e-commerce laws; countless examples have shown how serious the environmental consequences of irresponsible e-commerce can be.

各国要考虑将赋予消费者的“绿色消费权”纳入有关电子商务法律中;无数例子已经表明,不负责任的电子商务对环境造成的后果是多么严重。


Policies need to be informed by science, and the metrics developed to monitor progress towards the 2025 meeting should be measureable science-based targets.

政策的制定需要有科学依据,为监测2025年会议进展而制定的指标应是可测量的科学目标。


Civil society is also an essential part in the implementation of any element of sustainability. Educational programs should focus on promoting engagement and sustainable action for all sectors of society, and also aim to increase exposure to the environment to heighten engagement. Furthermore, sustainable choices should be facilitated by the development of schemes which decrease the relative cost of more sustainable products to increase their demand. Other forms of action, like replacement of plastic with more durable or sustainable alternatives should also be promoted.

民间社会也是实施可持续性任何要素的重要组成部分。教育项目应侧重于促进社会各部门的参与和可持续行动,并旨在增加对环境的接触,以提高人民的参与度。此外,应通过制定方案来促进可持续选择,以便能降低更可持续产品的相对成本,并且增加人们对它们的需求。还应促进其他形式的行动,如用更耐用或更可持续的替代物,来替代塑料。
