1月23日，中国绿发会秘书长周晋峰（Jinfeng Zhou）会见了到访的非洲野生动物基金会（AWF）主席卡杜?塞博亚（Kaddu Sebunya）一行，就推动中非民心相通、野生动物保护等、建设生态友好“一带一路”、共建人类命运共同体等问题进行了长达近4小时的会谈。1月23日晚上，中国绿发会秘书处一行应邀参加了AWF在京举办的晚宴，多名非洲国家大使、非洲国家驻华使馆工作人员、中方合作伙伴等嘉宾参加了此次宴会。

卡杜?塞博亚在会上发表了热情洋溢的欢迎辞。在讲话中，他重温了中非两国人民的友谊，并且强调野生动物保护、生态文明、增进民心相通等问题对于非洲发展和共建“一带一路”的重要意义。他强调，非洲的未来在于生态文明。现将视频及全文（中英文对照双语版）摘录整理如下，以飨读者。

AWF president speech:
The African Wildlife Foundation (AWF), we are the primary advocate for the protection of wildlife and wild lands as an essential part of modern and prosperous Africa. We are working with most important African institutions including the African Union, the regional Brocks like the Common Market for East and Southern Africa (COMESA), the East African Community, the Southern African Development Community, and Economic community of Central Africa. To lead the transformation of the continent that will soon include protecting our natural resources.
非洲野生动物基金会（AWF）是保护野生动植物和土地的主要倡导者，是现代和繁荣非洲的重要组成部分。我们正在与包括非洲联盟、东南非共同市场（COMESA）、东非共同体、南部非洲发展共同体和中部非洲经济共同体在内的非洲重要机构合作。领导非洲的大陆变革将很快也包括保护我们的自然资源。
AWF recognizes the role of government in the enhancement of our vision of a modern thriving Africa with wildlife and wild lands at its core and in line with the African Union agenda 2063 the Africa we want” that has been approved by all countries in Africa. Also in line with UN Sustainable Development Goals (SDGs). Increasingly we see success when government take charge of the vision and citizens that narrative of conservation. AWF advocates for great understanding of the role of ecosystem in our continents development and seeks forged partnership to integrate and articulate priorities in managing Africans natural capital develop proactive actions through policy and listen properly to African unique challenges and give Africa and Africans a greater voice in the conservation narrative of our continent. In other words, we are the Africa’s conservation organization, a pact now to Africa in creating a prosperous future not at the expense of wildlife and wild lands but because of them and us.
AWF认识到政府在加强以野生动物和野生土地为核心的现代化繁荣非洲之愿景方面的作用，这也符合非洲所有国家通过的《2063非盟愿景》，以及《联合国可持续发展目标》（SDGs）”。AWF倡导对生态系统在非洲大陆发展中作用的深刻理解，寻求建立伙伴关系，整合与阐明管理非洲自然资本的优先事项，通过政策制定来积极行动，妥善聆听非洲所面对的独特挑战，为非洲和非洲人民提供有关非洲大陆保护叙事层面更广泛的发言权。换言之，我们是非洲的环保组织，非洲的繁荣不是以牺牲野生动植物和土地为代价，而是因为他们和我们的存在给非洲带来繁荣。
I would like to remind you that in 2 decades, China has become Africa’s most important economic partner. Across trades, investment, infrastructure, financing and aid, no other country has such depth great of engagement in Africa. Foreign direct investment has grown even faster over the past decade with a breakneck annual growth rate of 40% of China’s investment on the continent. China is also a large and fast-growing source of aid and the largest source of construction financing. These contributions have supported many of African’s most ambitious infrastructural development in recent years. For example in 2000, China- Africa trade was a mere 10 billion, it even sounds weird when you say mere and 10 billion in one sentence but by 2015, only 15 years after, that has risen to 300 billion dollars annually. Additionally, in the recent report of McKinsey & Company, a consulting firm from the US suggests that there are as many as 10,000 Chinese companies operating on the continent, 90% of them are privately owned. Chinese firms operate across many sectors in African economy nearly 1/3 are involved in manufacturing, 1/4 in services and around 1/5 each in trade, in construction, and real estate. In manufacturing, McKinsey & Company estimates that 12% of Africans industrial production values at 500 billion a year in total is already handled by Chinese firms.

African masses are loving it. The survey of 36 African countries afro-barometer found that 63% of respondent says that china have a positive impact on our continent and 25% of the respondents considers China as the best model for economic development second only to US which had 30%.
非洲人民对中国很有好感。对36个非洲国家进行的调查发现，63%受访者表示中国对非洲大陆有积极的影响，25%受访者认为中国是最好的经济发展模式。
This investment China is making are transforming Africa tremendously because of this we need to form a forward thinking solution in partnership with china as Africans to ensure an economically and ecologically vibrant Africa with protected natural resources thrives. that is why at AWF, we are excited about the new focal conference coming up this year in September.

Apart from Gordon Cheng is the former president of Botswana, the former president of Tanzania Benjamin William Mkapa, those are the former presidents of African countries who are on our board, and I believe this is exactly how Pan Africans and how African our organization is and at the same time how international we are. We are conservation organization, so we know that the aspects of conservation are global aspects. They are not an African aspect and the most important the wildlife and wild lands we are trying to conserve in Africa are global assets, so we are not only conserving them for Africa, but we are conserving them for the global citizens of this world and may I also add that the global citizens of this world, they are all Africans, they all came from Africa so that is the nature of our work.
我相信这就是什么是泛非洲组织与非洲组织，以及它是多么的国际化。我们是环保组织，所以我们知道在保护领域是全球化的视野。并不是只从非洲的角度来看待，重要的是我们努力保护的野生动植物和土地是全世界的资源财产，所以我们不止在为非洲保护它们，而且在为这个世界的全球公民保护它们，可以补充的是，这个世界的全球公民，他们都是非洲人，都来自非洲，所以这就是我们工作的本质。
I’ve been coming to Beijing twice a year and when we last met for some of you last year, a day like today was a distant dream. Distant because we had set ambitions, targets with monumental consequences for Africa and wildlife, we were waiting on China to ban trade in Ivory and also, we were negotiating our partnerships with Beijing zoo. Why I had no doubt that China will be executing the ban on December 31st, 2017 in line with the FOCAC plan to support Africa in its effort to protect wildlife resources and the important decision kept me awake with the excitement. A new order was emerging in conservation and China was providing leaderships working side by side with Africa to solve one of the most endemic crisis on the continent. I kept asking myself, what would success look like? What should Africa ask China to provide leadership on next? Even today I do not have the answers but I know China’s decision to ban Ivory trade was a game changer and a lifeline for our African efforts. Thank you China for taking this big step to save this global icon.
我一年来北京两次，回想上一次与朋友们的见面还像做梦一样。遥远，是因为我们设定了对非洲和野生动植物产生巨大影响的雄心壮志目标，我们在等待中国禁止象牙贸易，同时我们也在与北京动物园洽谈。为什么我们毫不怀疑中国将在2017年12月31日执行符合中非合作论坛支持非洲保护野生动物资源计划的象牙禁令，这是令我们兴奋不已的决定。保护领域正在出现新秩序，中国正在发挥与非洲并肩解决这个大陆上最普遍的危机之一的领导作用。我一直在问自己，成功的样子是什么？非洲接下来应该在什么领域来要求中国发挥领导作用呢？即使在今天，我也没有答案，但我知道中国决定禁止象牙贸易是对游戏规则的改变，也是我们非洲努力的生命线。感谢中国为拯救这个标志性物种而迈出的一大步。
Yesterday the African Wildlife Foundation signed a Memorandum of Understanding with the Beijing Zoo which is represented here today with the president, the director of the Zoo and the director of research, thanks very much. this is unprecedented and not just because partnership is coming on the backdrop of China making the decision to ban Ivory, it was the first time a conservation organization is partnering with the world largest zoo in terms of the number of people visiting this zoo between 150,000-200,000 people a day. This is great news for Africa, great news for wildlife and wild lands and a great news for the world because we Africans are only but custodians of this priceless resources for the world to nurture, enjoy and protect. Through this partnership we will share this practices with the Beijing Zoo regarding Africans.
昨日，非洲野生动物基金会与北京动物园签署了一份谅解备忘录，这是史无前例的，不仅因为在中国开始禁止象牙贸易，也是环保组织首次与世界上最大的动物园建立伙伴关系。这对非洲、对野生动植物和土地来说都是大好消息，对世界也是一个好消息，因为我们非洲人只是被这个世界所培育、享受和保护的这些无价资源的保管人。通过这种伙伴关系，我们将与北京动物园分享非洲人的实践经验。
I personally see this as an opportunity to adopt and scale up China’s blueprint especially in protecting environment that supports robust economy and good development of infrastructure but that protects our wildlife and wild lands simply because our development projector will not succeed if we don’t take care of the ecological services that support our development plans. Fortunately, when I look around me today, I am sure given our history over this role, that we are equal for that task through proactive poises community involvement of Africans, open governance, our government in Africa are demonstrating that development and conservation are not mutually exclusive. We need our win-win approach to conservation that suggests that there is nothing inevitable about conservation challenges in Africa today. In conclusion your Excellencies ladies and gentlemen, the advances in technology we have seen in china and the promise of sustainable development suggested by FOCAC action plans does not have to face a zero some choices in managing wildlife and wild lands. The future of Africa lies with eco-civilization.
我个人认为这是一个采纳和扩大与中国合作蓝图的机会，尤其是在保护支持强劲经济和良好基础设施发展的环境方面，但是仅仅出于发展之目的而保护我们的野生动植物和土地还不够，如果我们不能够处理好支持发展计划的生态服务。幸运的是，当我今天环顾四周，确信我们的历史已被赋予这项重任，通过非洲人民积极主动的社区参与、开放的治理，我们之于这项历史责任是平等的，我们在非洲的各国政府正在展示发展与保护不是相互排斥的。我们需要双赢的方式来保护环境，这说明在今天的非洲，保护所要应对的挑战不可避免。总之，我们在中国看到的技术进步和中非合作论坛行动计划提出的可持续发展的承诺，令对野生动植物和土地的保护面临了一些选择。非洲的未来在于生态文明。谢谢大家。
