2020年10月22日至12月3日期间，关于修订IUCN章程及其他治理议题的九项理事会提案开放线上讨论，旨在针对会员单位提出的修改达成一致意见，以便理事会治理与人事委员会递交发布带有修正的版本，在2020年1月27日进行线上投票。

九项理事会提案是：
1. 将次国家政府纳入IUCN会员单位(Including subnational governments in IUCN’s membership)
2. 居于属地的地区理事选举(Election of Regional Councillors resident in dependent territories)
3. 设立一个土著人民议员选举职位(Establishment of an elected Indigenous Councillor position)
4. 修改“区域议员”定义(Modification of the term “Regional Councillor” )
5. 改善提案过程(Improvements to the motions process)
6. 委员会在国家和区域委员会的角色(Role of Commissions in National and Regional Committees)
7. 重新接纳前国家会员单位的说明(Clarification of conditions for readmission of former State Members)
8. 国家、地区和区域间委员会的设立、运作规则及监督 (Establishment, operating rules and oversight of National, Regional and Interregional Committees)
9. IUCN司库职责(Functions of the IUCN Treasurer)
2020年10月7日至21日期间，IUCN会员单位对109项提案（其中15项附有修正）进行线上投票，并于11月4日公布投票结果。109项提案均获通过，其中96项被纳为决议，13项被列为建议。绿会重点提出《调整传统医药实现社会和环境可持续性(Adopting Traditional Medicine to achieve social and environment sustainability)》提案，并支持五份全球提案，分别是《儿童和青年在自然保护中的作用(Role of children and youth in nature conservation)》、《野生动物友好型线性基础设施(Wildlife-friendly linear infrastructure)》、《2020 年后全球生物多样性框架中的连通性保护和国际合作(Ecological connectivity conservation in the post-2020 global biodiversity framework: from local to international levels)》、《识别、报告和支持其他有效的基于区域的保护措施(Recognising, reporting and supporting other effective area-based conservation measures)》、《减少渔业对海洋生物多样性的影响(Reducing the impact of fisheries on marine biodiversity)》。
据悉，此次共有729家会员单位参与线上投票（其中62%投票有效），与2016年在夏威夷举行的世界自然保护大会相比参与度（69%投票有效）略低。
