How to Build an Ecological Civilization City? CBCGDF was Invited to Explore with Wulanchabu Together

On 8 April 2019, at the invitation of Wulanchabu Municipal Committee of Inner Mongolia Autonomous Region, Dr. Zhou Jinfeng, the Secretary-General of China Biodiversity Conservation and Green Development Foundation (CBCGDF), Dr. Lu Shanlong, the Deputy Dean of CBCGDF Beijing Research Institute and deputy researcher of Chinese Academy of Sciences and other people went to Wulanchabu City, had a meeting with its municipal government and the Ministry of Natural Resources and the Bureau of Eco-Environment which are the departments directly under the government. The two sides conducted in-depth exchanges on issues related to the construction of ecological and civilized cities in Wulanchabu City.

 

Wulanchabu City is located in the north of China. The Yin Mountain (Yin Shan) traverses the whole city. Its grassland, woodland, wetlands and agricultural land are rich in various ecological types. The city has a total of 11 counties and districts with a land area of 54,500 square kilometers. The natural environment is relatively fragile due to its location. The annual average precipitation there is only 300mm. However, Wulanchabu City is the closest city to Beijing among the 12 cities in Inner Mongolia Autonomous Region. This city is a “bridgehead” of the Inner Mongolia Autonomous Region located in the traffic position from the east in to the out from the west, and it is also the intersection point from the south to the north. Wulanchabu is also a transportation hub for the three economic circles of Northeast China, North China and Northwest China. At the same time, Wulanchabu is also an important international channel for China to Mongolia, Russia and Eastern Europe.

 

Since China’s 12th Five-Year Plan, the Wulanchabu City has overcome difficulties in ecological and environmental management and achieved remarkable results. According to the statistics of Wulanchabu Garden Bureau, the city has invested more than 18 billion yuan in construction funds in recent years and has successively implemented ecological restoration projects with contents such as Tiger Mountain, Baiquan Mountain, Wolong Mountain, Bawang River and Quanyuling River. Construction projects were carried out on various green spaces and landscapes such as parks, plazas and roads. On the morning of April 8, accompanied by relevant heads of Wulanchabu City, Dr. Zhou Jinfeng, the Secretary-General of CBCGDF and others conducted a field survey of the large-scale ecological greening treatment projects in Bawang River, Baiquanshan Park and Wolong Mountain. Among the places, Bawang River is the mother river of Wulanchabu. Due to continuous drought many years ago, the groundwater lever was seriously degraded, and the discarded waste invaded the river. The dam was in disrepair for a long time. On both sides of the embankment, there are abandoned quarries, the river is almost dry, and the environment is bad. Since 2010, Wulanchabu City began to carry out comprehensive environmental management of the Bawang River. By 2014, this treatment project was over. Currently, the past dirty, chaotic and poor sides of the Bawang River have formed a green and beautiful landscape park with beautiful scenery.

 

After the field survey on the ecological management in the morning, the Wulanchabu City’s Municipal Party Committee and Municipal Government convened the heads from more than ten departments including the Bureau of Landscape Architecture, the Water Resources Bureau, the Planning Bureau, the Housing Construction Bureau, and the Policy Research Office, and the main leaders of the Municipal Party Committee and the Municipal Government together held an exchange symposium with the visitors from CBCGDF on eco-civilized urban planning. At the meeting, Dr. Zhou spoke from the five major extinctions in the history of the earth, and profoundly expounded why humans have entered the era of ecological civilization from primitive civilization, agricultural civilization, industrial civilization, and explained what people supposed to do to understand the ecological civilization from a historical and global level. At the same time, he also combined the existing ecological basis of the Wulanchabu City to give suggestions for the action on Reduce Plastics, Pick-up Plastics; around the unique wild animals in Inner Mongolia such as Procapra przewalskii, great bustard and other species, he recommended to carry out ecological protection, actively promote the protection of wetlands, and propose to increase the development of new energy sources and explore economic transformation. Dr. Lu Shanlong combined with the specific indicators of the ecological civilization demonstration cities (counties), towns and villages issued by the Ministry of Ecology and Environment, gave a specific analysis of the unique ecological advantages and disadvantages of the Wulanchabu City. At the same time, he introduced the purpose, significance and measurement system of the Gross Ecosystem Production (GEP) accounting.

 

Du Xuejun, secretary of the Wulanchabu Municipal Party Committee, said at the symposium that he would welcome the arrival of CBCGDF and exchange ideas with local cadres to discuss the rich connotation of ecological civilization and the specific methods and rational paths for building an ecologically civilized city. "After last year's two sessions meetings of the country, during the two sessions of the country this year, General Secretary Xi once again came to the Inner Mongolia delegation and made many entrustments. This year is a year of great development of Wulanchabu, and also a year of construction of ecological civilized cities. In the important year of the opportunity, Wulanchabu is duty-bound to explore a high-quality development path that is both ecology-defended and development-oriented. This requires a systematic layout that needs to follow the laws of nature and conform to the laws of nature. We should implement the General Secretary’s request for 'development must have a certain strength and must make the ecology better.' Secretary Du Xuejun expects that together with CBCGDF, they will be able to carry out sufficient basic research as soon as possible in the construction of ecological and civilized cities, and each will play an advantage, close cooperation, adapting to local conditions, and making recommendations for high-quality planning and development for the construction of ecological and civilized cities in Wulanchabu City.
