On the morning of March 4, Zhou Jinfeng, Secretary-General of the CBCGDF, Xiao Qing, Deputy Secretary-General of the CBCGDF, Ouyang Chen, Director of the Green Finance Working Committee of the Green CBCGDF, the Secretariat and the Ministry of Propaganda went to the National Energy Conservation Center for exchanges and cooperation, and held talks with the deputy director of the National Energy Conservation Center, the director of the Central Assessment Office, the Publicity Training Office and the head of the relevant offices of the Promotion Office. We have conducted in-depth exchanges on energy-saving and environmental protection industry, construction of the green smart city and other aspects, and reached a number of consensus on promoting the establishment of energy-saving industry development fund and other cooperation.

Zhou Jinfeng, Secretary-General first introduced the development history of the CBCGDF to the leading who participated in the talks of the National Energy Conservation Center. From the beginning of its establishment in 1985, the CBCGDF was renamed as the China Elk Foundation. The CBCGDF changed its name twice in accordance with the development. In 2010, under the leadership of President Hu Deping, the Fourth Board of directors, green development was brought into the scope of work and its name was formally renamed as the new one.

Secretary-General Zhou Jinfeng said that energy conservation is closely related to all aspects of current ecological environment construction. For example, the CBCGDF advocated not using plastic flowers to beautify the city, avoiding increasing environmental costs and a large amount of plastic waste, planting a variety of native trees, not increasing maintenance costs for trees, and breaking environmental pollution and biodiversity caused by excessive energy development. Bad cases and so on, these are related to energy conservation in a wide range.

The root of ecological environment protection is energy conservation, which is the common understanding of both sides after hearing the introduction of Secretary-General Zhou Jinfeng. Mr. Shi Zuoting deputy director hopes that we can do it from different perspectives, work together and play a role.

On the basis of this consensus, Mr. Shi Zuoting proposed that the two sides jointly set up a fund for energy-saving industry development, in order to effectively promote the development of it, build a platform for government departments, green finance, energy-saving technology providers and demand-side docking, provide professional reference for financial institutions to select high-quality energy-saving enterprises and projects. The promotion of energy-saving products is difficult. Financing and other issues need to be solved for local governments and promote the construction of local ecological civilization.

During the conversation, Secretary-General Zhou Jinfeng, combine with the Green Smart City Project of the National Energy Conservation Center, highlighted the Smart Campus (SCCN) project being promoted by the CBCGDF and supported by UNESCO. By building a global campus network educational platform, using intelligent technologies such as cloud network to measure, monitor, evaluate and improve energy efficiency, reduce pollution, achieve energy conservation, and work to achieve the United Nations sustainable development goals (SDGs). At present, the project has invited Secretary-General Zhou Jinfeng as a senior adviser. For the Green Smart City Project launched by the National Energy Conservation Center, he expressed his willingness to provide resources support for the CBCGDF, including the United Nations Industrial and Development Organization, UNESCO and the international and domestic expert, to jointly promote.

Deputy Director Shi Quoting introduced the important work to be carried out by the National Energy Conservation Center in recent years, especially the selection and promotion of typical cases of key energy-saving technology applications in 2019, the organization of the Expo special energy-saving technology transformation and service supply-demand docking, same as Beijing-Tianjin-Hebei energy-saving technology and the construction of the national energy-saving Center. Mr. Shi Zuoting hoped that CBCGDF would use its resource advantages and actively participate in the activities organized by the National Energy Conservation Center to provide financing and docking services for the promotion and application of advanced energy-saving technologies together with the National Energy Conservation Center. On the "China Green Finance Innovation and Development High-level Forum 2019" being prepared by the CBCGDF, Deputy Director Shi Quoting put forward specific suggestions.

The results of the talks is significant, both sides have established cooperative relations, enhance mutual trust, clear the specific matters docking of all parties, and cooperate to maintain further communication of details. Next, we will discuss the details of cooperation and sign a strategic cooperation framework agreement. The outcome of the talks is also to implement the spirit of General Secretary Xi Jinping's speech on "consensus is the driving force for progress" emphasized at the opening ceremony of the National Twice Conventions in 2019. On the basis of consensus between the two sides, CBCGDF implements Xi Jinping's ecological civilization thought, cooperate to promote energy conservation, environmental protection, sustainable development, and help our country's ecological civilization construction advance continuously.
