On December 24th, CBCGDF Secretary-General Dr. Zhou Jinfeng met with the National Supervisory Commission Special Ombudsman and Professor of Tsinghua University Law School Zhang Mingkai. The two sides focused on environmental crime issues.
Professor Zhang Mingkai is a famous expert in criminal law in China and served as deputy director of the Public Prosecution Office of the Supreme People's Procuratorate. At the first special ombudsman recruitment meeting held by the National Supervisory Commission on December 17, he was appointed as a special ombudsman.
On August 24, 2018, the CPC Central Commission for Discipline Inspection, the National Supervisory Commission issued the “Measures for the Work of Special Ombudsman of the National Supervisory Commission” (hereinafter referred to as the “Measures”), decided to establish a special ombudsman system, and guide and standardize the work of the special ombudsman.
On December 17, the National Supervisory Commission held the first special ombudsman hire meeting in Beijing, preferable hiring 50 special ombudsmen and publishing the list. This is the first time that the State Ombudsmen have been appointed since the National Supervisory Commission was established in March this year. It is also the implementation of the “Measures” by the National Supervisory Commission.
In this meeting, Dr. Zhou combined with CBCGDF’s work in the field of environmental public interest litigation (EPIL), and Professor Zhang Mingkai’s content related to environmental crimes, the relationship between the public interest litigation work of the supervisory organs, criminal crimes and civil environmental public interest litigation. The topics have been discussed in detail, and it is hoped that through the system of Professor Zhang Mingkai and the Special Ombudsman, the relevant work will be actively promoted.
