On June 8, 2023, the International Department of China Biodiversity Conservation and Green Development Foundation (CBCGDF) received a letter from a Nepalese NGO, which said that "We would like to acknowledge your previous support that helped us clear the dues of IUCN membership. This enabled us to actively participate in the IUCN World Conservation Congress at Marseille. In 2020, we had a budgetary and community mobilization issue due to COVID-19 pandemic situation. The projects that we had applied were on processing stage, which was halted due to COVID-19, hence we had a budget crunch by almost by 1/3rd of our estimated annual budget." For now, it is two years or more in arrears with the payment of its membership dues, which may cause their remaining rights in IUCN to be rescinded.

China and Nepal have a history of friendly exchanges for thousands of years. Since the establishment of diplomatic relations on August 1, 1955, traditional friendship and friendly cooperation between China and Nepal have been continuously developing. In order to promote people connection along the Belt and Road and work together to build a community of life for mankind and nature and a community with a shared future for mankind, after asking for instructions, discussion and approval, CBCGDF decided to unconditionally lend a helping hand and offer international assistance and support.
