CBCGDF Delegation Attends the Second Session of the Intergovernmental Negotiating Committee on Plastic Pollution in Paris

The second session of the Intergovernmental Negotiating Committee on Plastic Pollution (INC-2) is taking place in Paris, France from May 29 to June 2, 2023. On the morning of May 28th (Sunday), the delegation of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) held its final pre-departure preparatory meeting on INC-2, after which they would be ready to head for the UNESCO venue in Paris, France.


Previously, the first session of the Intergovernmental Negotiating Committee (INC-1) requested the Secretariat to prepare a document for consideration at the second session of the Committee, based on a comprehensive approach to the full life cycle of plastics, in accordance with UNEP resolution 5/14, including setting goals, substantive provisions, core obligations, control and voluntary methods, implementation measures and means. This document could include legally binding measures and voluntary measures.


Why is INC-2 so important? We have known that INC-2, as the second meeting of the Intergovernmental Negotiating Committee on Plastic Pollution, has attracted widespread attention from the international community.

Firstly, the discussion of INC-2 is expected to help define the main characteristics and possible scope of future agreements. After discussing the options document, it may be authorized to draft the zero draft text of the international legally binding agreement, which will be circulated and considered six weeks before the INC-3 meeting.


Plastic pollution has become one of the serious environmental problems facing the world. Plastic waste poses a huge threat to marine ecosystems, wildlife, and human health. Therefore, the international community is increasingly aware of the need to take collective action to solve this problem.


It is no exaggeration to say that the INC-2 provides a platform for countries to jointly discuss effective measures to address plastic pollution. By sharing experiences, exchanging opinions, and collaborating, countries can jointly develop an internationally legally binding agreement to restrict the production, use, and disposal of plastics.


The importance of this agreement lies in providing a common framework for the international community to ensure that all countries take concerted action to reduce plastic pollution. It will encourage countries to strengthen regulatory measures, promote sustainable plastic production and recycling, and promote environmental education and public awareness.


Moreover, INC-2 provides countries with an equal opportunity to participate, allowing them to share their best practices and innovative methods in plastic pollution control. Through cooperation and consultation, the international community can work together to find practical and feasible solutions to the problem of plastic pollution.


In short, the importance of INC-2 lies in providing countries with an opportunity to jointly discuss and develop international legal binding agreements to address plastic pollution issues. Through international cooperation and joint efforts, we can protect our environment, wildlife, and humans from plastic pollution, achieving a sustainable future.
