Dr. Zhou Jinfeng: China's Environmental Legislation & the Perspective of Civil Society Organizations| Comparative Experiences of China and Chile in Environmental Policy

On the evening of April 20, 2022, Dr. Zhou Jinfeng, Secretary-General of China Biodiversity Conservation and Green Development Foundation (hereinafter referred to as CBCGDF), was invited by the University of Chile, as a guest speaker to attend the meeting. In “Dialogue 2: Comparative Experiences of China and Chile in Environmental Policy” of the "Design, Evaluation and Implementation of Public Policy: Comparative Experiences of Chile and China”, Dr. Zhou made a keynote speech on “China's Environmental Legislation and the Perspective of Civil Society Organizations”.

Dr. Zhou pointed out that the development stages of China and Chile are very similar, and the problems are as well, so China and Chile have great opportunities for reference in the legal and policy aspects of environmental issues.

China and Chile have in-depth cooperation and exchanges on environmental issues, especially in academia, civil society and science. For example, China's environmental public interest litigation system has undergone several revisions. During the formulation process, academia, experts and social organizations have played an important role. In the process of revision and implementation of laws and regulations, social organizations, experts and scholars have a lot to do.

Dr. Zhou continued to introduce China's unremitting efforts and achievements in environmental governance, as well as problems and challenges. Speaking of climate issues, Dr. Zhou introduced the Chinese government's commitment to carbon peaking by 2030 and carbon neutrality by 2060. The dual carbon goals have become concrete actions nationwide. Under this goal, all sectors of society, especially government departments and legislative departments, are actively formulating timetables, road maps and construction plan to further implement this goal.

Here, CBCGDF particularly emphasize that, as a national-level society for biodiversity and green development, CBCGDF focuses on promoting synergies among various goals, especially the synergy between biodiversity goals and climate goals. 

China hopes to have the opportunity to share and communicate with the Chilean side on the problems encountered in the development process as well, numerous examples are listed.
