This seminar has done a lot of exchanges and discussions on the protection of wetlands. The experts and scholars present include wetland conservation, biodiversity conservation, ecological environmental protection, legal experts and front-line volunteers, etc. The speeches of these experts have really inspired us. The China Green Development Council has always been concerned about the protection of wetlands, and of course, as you know, when the Environmental Protection Law of the People's Republic of China was amended in 2014, "wetlands" was written into the law for the first time as one of the basic elements of the environment.

Now the National People's Congress is seeking opinions on the Wetland Protection Law, and it is expected to be passed soon, so we will enter the era of lawfulness in wetland protection in the future.

In the PPT presentation at the beginning of the meeting, the CBCGDF Research Department showed the situation that we have been following up in the past few years, some are in the supervision of the promotion of some physical protection cases, some wetland protection is really alarming, on these contents I have the following aspects of experience.

The first aspect, I think wetland protection should adhere to the priority of conservation. The reason why the concept of wetlands are international wetlands convention, the full name of the "Convention on Wetlands of International Importance, especially as waterfowl habitat", China is now developing "Wetlands Protection Law", including "Environmental Protection Law" on the basic elements of wetland storage, then from the national laws and regulations level, are to adhere to the priority of conservation.

So, how to implement the principle of conservation?

First, to plan first. Many of our local wetlands, wetlands included in the protected areas, and even national wetland parks, how to protect and to protect or not to protect the views are not consistent. So in the process of economic development, some wetlands are often treated as general land to do development. The key reason for this problem is that there is no nationwide or regional wetland planning, and many regions do not strictly incorporate wetland protection into the overall ecological protection planning. In this case, it is therefore important to insist on planning first. In addition, at the same time, we also need to support the development of the red line of ecological environmental protection around the country, as far as possible, wetland protection into or into the scope of ecological protection, in order to carry out a good protection.

Second, environmental impact assessment should be conducted. With institutional constraints and supervision from the source, better protection will be achieved. Volunteers in the front-line investigation found some problems, the development and use of some wetlands in the process of environmental assessment there are a lot of formal, some playing ball, which completely weakened the effect of environmental assessment, weakened in the process of regulating wetland protection, regulate the development and use of wetlands from the source of the regulatory role, resulting in the source of failure, the results of the later produced a lot of wetland destruction and damage problems.

Third, we need to increase the punitive measures to increase the destruction of wetlands and strengthen supervision. Because of the lack of source-level monitoring and planning, as well as ecological protection of environmental constraints, often resulting in the consequences of wetland destruction or damage. However, after the destruction of wetlands, often accompanied by administrative penalties, some cases may also be the end of the matter, and even in some areas there are penalties in lieu of management, the prosecution of serious criminal damage to wetlands is actually very few, there are very few public interest litigation on wetlands, to protect wetlands, should make up for this shortcomings.

So we also call for the "Wetland Protection Law" as soon as possible, the destruction of wetlands causing serious damage is to be held accountable, including criminal liability. Cause damage to be held responsible for damage to the public interest, the initiation of public interest litigation. Multi-faceted forces and administrative supervision to form a synergy, so that the protection of wetlands to a higher level.

The second aspect, wetland protection, should be based on the development and use of nature. Local governments have a high thirst for the development of wetlands, hoping to be included in the development of the region. From the provisions of national laws and wetland protection and management of science, moderate wetland development and utilization is not prohibited, we advocate the development of the power based on nature, the need to achieve three aspects of regulation.

First, in the process of development, to protect or maintain the natural characteristics of wetlands, do not change. We know that wetlands have many qualities such as water purification, drought prevention, and climate regulation. In the process of developing wetlands, the natural characteristics of wetlands should not be changed.

The second point, the development of wetlands, according to the relevant norms to carry out. It is recommended that the development and implementation of wetland development and utilization of relevant standards. In this regard, China Green Development Council in the development of standards for development and utilization, will do some corresponding promotion work. Can go to promote the development of wetland development and utilization of guidelines or general requirements general requirements, basic guidelines, etc.. This will be convenient for local governments to comply with the planning and development process, but also convenient for the development of wetland implementation side, as a basic basis for good standardization of the work.

The third point, wetlands should be classified development and utilization. If you say that all wetlands can be developed for the benefit of, I think this view may be wrong, but also dangerous. Why say so? Some wetlands are formed after a considerable period of time, but also has been very compatible with the environment of the region where it is located, if the development, may cause the entire area of the nature of the ecological environment change, this change is generally unfavorable, will produce very serious damage to the ecological environment. I suggest that when we do wetland development and utilization, we can classify wetlands as prohibited development, restricted development and optimized development. Some wetlands have intact ecosystems, included in protected areas or as national wetland parks, then on this type of wetland is prohibited development. For a certain development conditions, good development and use, and can promote local ecological protection, we recommend moderate development, some aspects of the restrictions to do. For some artificial wetlands or relatively good development conditions and development technology, it is recommended to optimize the development. When doing planning and supervision at the local level, or when doing the unified deployment of economic development, there may be corresponding arrangements.

Third, to strengthen the scientific management of wetlands in the context of double carbon, we should support and strengthen research and subject studies on wetlands.

China Green Development Council, as a national-level society, can go to use its own strength to promote the development of such projects and research. In addition, the need for the government from the top design, to promote wetland conservation support, to provide some funding to carry out research on wetland conservation. If the "Wetland Protection Law" immediately through the implementation, then the wetland research and related projects should increase one after another.

In addition, it is also necessary to strengthen the administrative management. The first and foremost to strengthen the administrative management, is to require various departments to divide the responsibility, to clarify the responsibility. In the actual management of wetlands in the process, we found that in many cases the boundary of wetland protection is very vague, resulting in everyone seems to be in charge of wetlands, but in fact, we are not really in charge. Forestry department, but also specifically set up a municipal protection agencies, but if you want to involve the wetlands of the river, it will involve the water conservancy department, involving swamp lakes or other, may also involve the agricultural side, involving the ability to damage the wetlands of rice paddies and other pollution, as well as will involve the ecological protection department. For example, coastal wetlands, now involves both the natural resources department, but also involves the environmental protection department and the forestry department, the positioning of the responsibilities of each department in such cases must be clear.

Finally, to strengthen public participation from the perspective of building a modern wetland governance system.

Therefore, as a social organization and the national level society, China Green Development Council calls: wetland conservation process must pay attention to the power of social organizations and the public, especially the role of volunteers, through public participation to promote wetland conservation, to play the overall power of society to promote wetland conservation.
