On November 6, a seminar on the Wildlife Protection Law of the People's Republic of China (Revised Draft) (hereinafter referred to as the revised draft) organized by the China Biodiversity Conservation and Green Development Foundation (CBCGDF) Legal Committee was held in Beijing. The meeting focused on the practical difficulties and problems in wildlife protection, as well as the specific suggestions for the revised draft.

 

This seminar invited experts in the fields of national agriculture, forestry, environmental and resource law, criminal law, and administrative law, as well as representatives of the National Forestry and Grassland Administration, the Ministry of Agriculture and Rural Affairs, forest public security, wild protection volunteers and other related fields participated in the discussion. In addition, Li Chenggui, a member of the National Committee of the CPPCC, and Zhao Xiaoyan, a representative of the NPC, were invited to the meeting and listened to the opinions of all parties.

 

Zhou Jinfeng, Secretary-General of CBCGDF and Ma Yong, Deputy Secretary-General of CBCGDF also put forward relevant recommendations on the revised draft at the meeting.

 

The outbreak of COVID-19 pandemic in 2020 has brought the topic of wildlife a lot of attention. After the implementation of the decision of the Standing Committee of the NPC on a comprehensive ban on illegal wildlife trade, elimination of the bad habits of overeating wildlife, and effective protection of the people’s lives, health and safety in February, there are calls from all walks of life to revise the Wildlife Protection Law. This law, which was just revised and implemented in 2016, was quickly put on the agenda for revision again.

 

At this meeting, industry insiders put forward suggestions on the specific clauses of the draft and focused their attention on issues related to the protection and utilization of wild animals. Some experts said that the Wildlife Protection Law revised and implemented in 2016 emphasizes utilization and despise protection, which also provides an opportunity for the rapid growth of China's wildlife domestication and breeding industry. The revised law this time should stick to the protection position and abandon the content of use.

 

Although they hold different opinions on illegal hunting, possession, and identification of wild animals, the participants agreed that the revision of the Wildlife Protection Law should follow scientific and rational principles to ensure that this law is implemented and an important law for practicing ecological civilization.
