CBCGDF Convened an Expert Seminar on the Draft “Technical Guidelines for Ecological and Environmental Damage Appraisal and Assessment”

On October 23, the Standards Development Center of China Biodiversity Conservation and Green Development Foundation (CBCGDF) convened an expert seminar on a notice issued by the Ministry of Ecology and Environment for soliciting opinions on seven national environmental protection standards including the "Technical Guidelines for Ecological and Environmental Damage Appraisal and Assessment General Outline and Key Links Part 1: General Outline (Draft for Comment)".

 

Experts from various fields invited to the meeting conducted discussions on topics such as the calculation methods of ecosystem damage involved in the identification of ecological environmental damage, and the basic methods of calculation of air and water pollution damage, and for some imperfect clauses and expressions that do not conform to legal terms, detailed suggestions for amendments are made.

 

In October 2020, in order to implement the "Civil Code of the People's Republic of China" and other laws and regulations, as well as the "Ecological and Environmental Damage Compensation System Reform Plan", accelerate the construction of the technical system for ecological and environmental damage compensation, and standardize the identification and assessment of ecological and environmental damage, The Ministry of Ecology and Environment has organized and compiled seven national environmental protection standards including the "Technical Guidelines for Ecological and Environmental Damage Appraisal and Assessment General Outline and Key Links Part 1: General Outline (Draft for Comment)", and openly solicit opinions. These seven standards involve the general outline, soil and groundwater, surface water and sediments, forests and woodlands, air pollution control virtual cost approach, water pollution control virtual cost approach, etc.

 

Dr. Zhou Jinfeng, the Secretary-General of CBCGDF gave a simple speech for the beginning of the seminar. He said, CBCGDF has been studying recently, and paid special attention to the spirit of struggle emphasized by President Xi, which is closely related to the work of CBCGDF. The current solicitation of opinions before the promulgation of various standards, laws, regulations, and policies is a very valuable opportunity. We must make full use of this opportunity to offer advice and suggestions. It is hoped that the experts can speak freely and put forward different opinions and recommendations.

 

At the same time, he put forward different views on the definition of "ecological environmental damage" mentioned in the general title of the seven national standards in this series. He believes that it should be revised as: a series of standards for the technical guidelines for identification and assessment of biodiversity damage, because biodiversity includes genetic diversity, species diversity, and ecosystem diversity, so that the objects covered by the series of national standards will be more comprehensive . He also wished the seminar a complete success.

 

Subsequently, the participating experts put forward their own opinions and recommendations from the aims and purposes, scope of application, engineering procedures, and specific evaluation and calculation methods of the ecological environment damage evaluation.

 

CBCGDF Standards Development Center will also successively sort out and publish detailed speeches by experts. At the same time, the recommendations of all parties will be collected, and opinions will be finally formed, which will be formally submitted to the Ministry of Ecology and Environment, the State Administration of Market Supervision in chare of the project, to help scientifically develop these seven national environmental protection standards.
