CBCGDF Representatives Attended the Nanyuan Wetland Park Biodiversity Conservation Optimization Plan Seminar, Hopes Relevant Departments Will Seriously Consider and Adopt the Recommendations Made

On August 14, 2020, China Biodiversity Conservation and Green Development Foundation (CBCGDF) research department representatives were invited to participate in a seminar on the optimization of biodiversity conservation in Block A of Nanyuan Wetland Park's first start-up area. The meeting was hosted by Li Jianqing, deputy director of the Landscaping Bureau of Fengtai District, Beijing.

 

The main content of this seminar includes reports on the optimization plan, followed by experts' opinions. Also present at this seminar were Professor Zhang Zhengwang from Beijing Normal University, Professor Zhang Zhixiang from Beijing Forestry University, and Zhang Guogang, deputy director of the National Bird Ring Logging Center.

 

In the session where experts made suggestions, the representative of CBCGDF and related expert combined the content of the last Nanyuan Forest Wetland Park project seminar, and the optimization plan reported this time, the following suggestions are put forward:

 

1. According to the original design, Dapaozi is not in the wetland conservation area, almost all in the wetland open area. And of the three small islands designed in the lake, only one island in the center of the lake is far from the riverbank. The other two larger islands and the gentle slope on the south bank of the Xiaolong River are very close to the riverbank, which means that if there are birds living on the island or foraging on the gentle slope, human activities will seriously disturb their lives, and no birds will stay there.

 

It is recommended to increase the area of the small island in the center of the lake and reduce the area of the other two islands to increase the distance and isolation between the small islands in the center of the lake and the river bank and reduce the impact of interference from human activities.

 

Use the small island in the middle of the lake as a habitat for birds and other wild animals, or as a post on the migration route. The vegetation of the small island in the lake center is dominated by herbaceous plants with the advantage of the wetland ecosystem, such as reeds, Imperata cylindrica, artemisia, etc., which can increase some food-borne herbaceous plants, such as oats. Do not plant ornamental trees and shrubs as described in the plan. Reserve a piece of pure land for birds.

 

After the completion of Dapaozi as the first phase of the project, for the wetland conservation area on the north bank of the Xiaolong River, a lake island away from the river bank will also be constructed as a habitat for waterbirds to reduce the impact of human disturbance.

 

2. Regarding the “time-sharing and zoning construction in the optimization plan: provide necessary habitat for migrating birds during the construction period”

 

Recommendation: During the period of bird migration, large-scale construction should be stopped, the wetland aquatic and terrestrial vegetation can be restored, and a large number of personnel and mechanical operations can be reduced.

 

3. In the optimization plan, “strengthen monitoring”, it is recommended that: Currently, there is no construction plan on ecological environment and biodiversity monitoring. During the construction period, with reference to flood prevention, the layout and design of lake water level and water quality monitoring points can be considered, instead of relying entirely on subsequent investigation and monitoring.

 

In addition, the CBCGDF representative also fed back the opinions of experts on the content of the optimization plan report at the meeting. He said that "(optimization plan) is indeed missing a lot of information, and it is recommended that quantitative control indicators should be clearly defined in the plan." And put forward the following four reasonable suggestions.

 

First of all, the five areas of artificial forestry land, artificial turf, clean water surface of artificial water, artificial wetland, road and structure must add up to the total area of the park. And timely disclose information.

 

Second, at the same time, it should be clear that the area of natural ecological restoration and management, the area of wetlands and water bodies for non-recreational purposes, and the area of artificial management and use must be equal to the total area of the park. Only when these indicators are clear can they truly serve the ecology and facilitate management and supervision.

 

Third, in the optimization plan, special emphasis should be placed on "natural restoration of vegetation" to minimize artificial vegetation and excessive artificial land management of vegetation.

 

Fourth, it is recommended to add water quantity and water quality planning to the optimization plan.

 

In summary, the CBCGDF believes that the optimization plan must adhere to the concept of biodiversity protection and adhere to the long-term observation and monitoring of biodiversity, taking biodiversity as an important ecological indicator, and truly implement it.

 

CBCGDF hopes that the leaders of the Fengtai District Landscaping Bureau and the relevant Beijing Municipal Bureau of Landscaping will adopt the above recommendations based on the actual situation of the only Nanyuan Dapaozi in the city, and less damage the original wilderness.
