According to news from Wild Aid, five lawmakers from DAB announced at their annual news conference in February 2019 that they would submit a proposal to NPC&CPPCC in Beijing to ban the sale of pangolin in domestic China. In addition to a direct ban on the use of endangered pangolins in traditional medicine, lawmakers have advocated increasing investment in the research and development of alternatives to pangolins which can replace them and promoting the protection of pangolin resources.

According to a report on DAB released proposals to this year's NPC&CPPCC published by China Review News (in Hong Kong), on February 22, some NPC deputies and CPPCC members of DAB put forward their suggestions and proposals on promoting bilateral cooperation and national development, which they would attend NPC&CPPCC to release in March this year. A series of 24 proposals were issued, including a suggestion on banning pangolins: about proposals in which accelerates the promotion of upgrading the transformation of pangolin pharmaceutical industry. Its main content is to increase the investment in studying and developing pangolin alternatives, using modern scientific methods to produce substitute medicine that can be consistent with that made by animals in terms of composition and function; carry out policies properly to fully stop the use of pangolins for medicinal purposes, and strengthen supervision over the purchase and adoption of raw materials as well as production and distribution of medicine on endangered wild animals; enhance publicity on knowledge of science, guide consumers to choose high-quality and equivalent synthetic products so as to promote protecting pangolin.
