CBCGDF Questions the Department of Forestry of Guangxi Zhuang Autonomous Region: The Dead Bodies of the Pangolins which claimed to be “Raised” Elsewhere, have been Taken Back. Can Relevant Documents be Disclosed?

According to the published data of the Department of Forestry of Guangxi Zhuang Autonomous Region (Hereinafter referred to as the Department), from January 1, 2015, to December 31, 2016, they respectively licensed to transport 217 pangolins to a pangolin domestication and breeding center in Zhangshu City, Jiangxi Province, a steel business company in Foshan City, Guangdong Province, and an investment company in Guangxi Zhuang Autonomous Region.

 

Among these 119 pangolins were sent to the “Foster care” places, how many of them have died so far? And how many are still alive? Since the Department has stressed that they have all been taken back, are there any records and shipping documents for the information on these pangolin bodies?

1.    In their response, they acclaimed that the rescue of pangolins is a “worldwide problem”. According to the relevant requirements of the former State Forestry Administration, during the “Twelfth Five-Year Plan”, pangolin rescue and artificial breeding techniques research were carried out in Guangxi, Guangdong, Jiangxi and other regions. The steel company in Foshan City and the pangolin domestication breeding center in Zhangshu City of Jiangxi Province mentioned in the platform article, are the breeding units with the pangolin domestication and breeding licenses issued by the relevant wildlife authorities of Guangdong Province and Jiangxi Province respectively.

 

From the domestication and reproduction license that the Steel company of Foshan City has publicly disclosed, one can understand that (the Copy of the domesticated breeding species is permitted), however, the Department does not disclose the Copy. So how do people understand whether the “species” are the “wild animals” that are allowed to be farmed by them, are Pangolins? CBCGDF hopes that the Department can further disclose relevant information.

 

2.    The Department acclaimed in the response: They have repeatedly sent pangolins to the above three units for the rescue and artificial breeding research undertaking. Each batch of pangolins that are raised are administratively licensed according to the law, and relevant information can be found on their government affairs related query website. Accordingly, CBCGDF enquired about the information of the relevant administrative licenses published by the Department, but only found the information from January 2015 to July 2016. Then, can the Department tell the public whether the information of each batch of pangolins that they have raised in 2017-2018 be made publicly as well?

3.    The Department acclaimed in their response: According to the relevant laws, the ownership and disposal rights of fostered pangolins belong to them. They have already taken back the pangolins’ bodies that died due to the failure of the rescue and breeding. At the same time, they conduct on-the-spot inspections of the rescue and reproductive technology research activities of the “caring units” on a regular and irregular basis, and the forestry authorities in the provinces where the “caring units” are located are responsible for the specific supervision of the pangolin rescue and breeding techniques.

 

In addition, as a higher-level forestry authority, is there any timely conduction of on-site inspections and regulation of relevant enterprises that responsible for the domestication and breeding of technology?

Actively assume responsibility for all the public who pay attention to pangolins and related enterprises that have obtained domestication and breeding certificates.
