The 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD COP15), to be held in Kunming, Yunnan on October 11, will jointly discuss a new strategy for global biodiversity governance and start a new process of global biodiversity governance after 2020. The COP15 delegation of China Biodiversity Conservation and Green Development Foundation(CBCGDF) will follow up in an all-round way online and offline.
Protecting biodiversity through law is one of the important ways and means of biodiversity global governance. At present, many countries in the world have made special legislation to protect their biodiversity. However, there is no special legislation in China. In 2016, with the support of China Association for science and technology, CBCGDF took the lead in organizing a special legislative project on biodiversity protection and submitted the biodiversity protection law of the people's Republic of China (draft proposal) to the National People's Congress, with a view to comprehensively and systematically protecting China's animals, plants, microorganisms and their ecological environment and biogenetic resources.
At the same time, in order to promote the special legislation on biodiversity protection, CBCGDF has submitted the proposal or proposal on the formulation of biodiversity protection law every year through deputies to the National People's Congress and members of the National Committee of the Chinese people's Political Consultative Conference since 2016, received the handling opinions replied by the Ministry of ecological environment and other relevant departments, and clearly stated: "The Ministry agrees with the proposal of 'enacting biodiversity protection law' put forward by the delegates, which will be of great significance to promote the improvement of biodiversity protection legislation system. In the next step, the Ministry will seriously study with relevant departments and actively promote the legislative process of biodiversity protection law.".
We are pleased to see that relevant ministries and commissions, including the Ministry of ecology and environment, have begun to pay high attention to biodiversity protection legislation. CBCGDF will continue to make efforts to promote the formulation of biodiversity protection law of the people's Republic of China with the help of CBD COP15 We look forward to the support and participation of all sectors of society to promote the strictest system and the strictest rule of law to provide a reliable guarantee for the construction of ecological civilization.
