On February 13, 2023, China issued its "No. 1 central document" (Opinions of the CCCPC and the SCPRC on Promoting the Key Work of Rural Revitalization in 2023), talking about for the first time the regulation of "releasing the captive animals ". This is the first document issued annually by the Central Committee of the Communist Party of China(CCCPC) and the State Council of the People's Republic of China(SCPRC) in 2023.

In this regard, Dr. Zhou Jinfeng, Secretary-General of China Biodiversity Conservation and Green Development Foundation (CBCDGF) recently accepted an exclusive interview by the Jiemian News.

Zhou Jinfeng believes that No. 1 Central Document of 2023 mentioned the trading of “exotic pets” and the chaos of releasing captive animals, which marked the continuous upgrading of the supervision of “exotic pets”, alien species and the behavior of releasing captive animals. In this context, it is necessary to establish a long-term management mechanism and method for animal release behaviors, increase publicity on the hazards of random animal release behaviors, strengthen publicity of relevant laws and regulations, improve the public's scientific awareness, and make the public consciously regulate their behavior of releasing animals.

Zhou Jinfeng suggested to actively regulate and guide the public, volunteers, and social organizations to release animals according to law, scientifically, and rationally. He said: "This kind of regulation and guidance will help our country reduce the damage caused by the invasion of alien species to agricultural production, life and the ecological environment. Strengthening the control of releasing animals from the source can also greatly save manpower, material resources, financial resources, and reduce the damage to the ecological environment.”
