There is a long way to go to protect the ecological environment. The Hackathon themed "DEV2030" hopes to apply the mode of "open source technology + environmental protection scene" to promote the construction of ecological civilization and sustainable development of human beings. Recently, Dr. Zhou Jinfeng, Vice President and Secretary-General of CBCGDF, was invited to introduce the open-source technology community's question, "what kind of volunteer service system do we need". In particular, he stressed that we need to build public service platforms to provide "decentralized" services for volunteers. "We've tens of thousands of environmental volunteers, who are very active all over China, and a small number in other countries around the world. Some spend almost all their time doing environmental protection; some have intense work, use a little spare time to do environmental protection. Some people care about wildlife very much; some people are very concerned about pollution. These volunteers have done a great deal of work for us. It is fair to say that all our achievements in the past few years could not have been achieved without the help of volunteers.

They first found problems in the environmental impact assessment of the Tengger Desert sewage discharge, Sanjiangyuan environmental damage, Dunhuang deforestation and Shenzhen dredging project. The volunteers have discovered and solved the problems, such as the anti-electric fishing volunteer team. They've reported a large number of illegal electric fishing and assisted local governments in law enforcement to prevent a large number of illegal fishing and electric fish incidents. Therefore, we've received a letter of thanks from the Ministry of Agriculture.

So how are we doing with such a large and important group? We are very ashamed. We don't have a detailed and accurate list, and we don't know much about each person's specialties, hobbies, and hours of volunteer service. We don't know how to support their work better. Although every year, we also set aside a significant amount of money to support them. But is every dollar spent in the right places getting the biggest bang for the buck? We're not even close.

In the face of today's environmental ecology and natural environment challenges, we urgently need a platform, software. We want hackathon participants to help us build such a platform so that our team of volunteers can grow tremendously. Efficiency and effectiveness will be improved.

We are now issuing volunteer certificates. Many people are so eager to get their volunteer certificates early that volunteers often complain to me directly. Wouldn't it be great if we had a system where they could get their volunteer certificates electronically as soon as they applied?

We also receive some complaints about volunteers, but how can we record them in a system that allows people to understand, improve and progress? This system is a volunteer service system, credit system, but also volunteer support system. So that people who need services can also come to the system to find services.

For example, we often receive tip-offs from the public asking us to send people to investigate. If there is such a system, we can directly accept the report of the masses; volunteers can be nearby, convenient, professional to provide rapid, reliable, good service. These are our expectations for the volunteer service system.

In addition to these expectations, we still hope that this service system can provide a platform and help for volunteers' training and learning and turn it into a platform for sharing. It's not just for our volunteers; we want it to be for all volunteers. Now there are many volunteers, and we alone have tens of thousands of people. How many volunteers do they've in various public welfare organizations across the country? It's on the order of millions or tens of millions.

As everyone knows, today we are discussing the "third distribution" (the flow of wealth in which social entities voluntarily participate), and we are discussing shared prosperity. We've seen some big platforms, software companies and Internet companies publicly announce that they will spend hundreds of millions of dollars to support such efforts. We've seen companies come up with money or platforms to support it before. But our volunteers and the public service often feel helpless. Why is that? Because they are a centralized project. It is a work of large-scale "centralization" by organizers under a slogan. The work itself should be decentralized, diverse and disparate.

So, how to make such work practical support? We've to have a platform. The platform's help brings together all the participants to use such a platform to develop their products or services with different capital sizes. We want our volunteer service platform to be for all NGOs, volunteer and public service needs.

Of course, it needs to start with ecological civilization, biodiversity and green development and eventually become a public service platform, like those public e-commerce platforms. We want to be the first and best public platform to serve the public good."
