The carbon we are talking about here is the carbon equivalent of the greenhouse gas (GHG). At present, we are studying and formulating enterprise carbon assessment standards. It will become the basis for determining the "carbon quota" and carbon trading in the future. Therefore, we must seriously first provide services to industries with large carbon related industries dominated by private enterprises and make the carbon assessment standards. Also, we must make clear the advanced carbon emission, average carbon emission and backward carbon emission that need to be transformed immediately in those industries.

We should adhere to the idea of "Equal Rights of Carbon (ERC)". The allocation of carbon indicators should be based on equal carbon emission rights and carbon reduction responsibilities.

Everyone is born equal of carbon rights and responsibilities. The same is true between institutions, provinces, administrative regions and even countries.

ISO 14065, 14066, 14067, 14069 can be listed for reference. However, there are still many problems in the current ISO international standard, which we should pay special attention to. For example, water vapor and ozone are greenhouse gases (GHG), which are not listed in the greenhouse gas emission (GHG) table of ISO 14064 due to the difficulty of distinguishing between man-made and natural generation. 

But we know that the measurable and abundant water vapor emissions are very clear counted as greenhouse gas emissions. So they should be included in the table and measured.
