In order to thoroughly ecological civilization ideology, implement the important instructions of the Central Committee on promoting China's green development and realizing China's green rise, promote the construction of ecological civilization in China, implement the strategic plan for healthy China, protect people's lives and health, conserve biodiversity, and promote the development of ecological civilization and healthy township construction, the standard working committee of CBCGDF formulated this standard.

This standard unifies ecological civilization and health, puts forward innovative construction guidelines for villages and towns in China, and supplements, perfects and strengthens the existing Construction indicators of national demonstration cities and counties for ecological civilization construction and Indicators of national demonstration villages and towns for ecological civilization construction.

This document makes detailed analysis on the planning and system of ecological civilization and healthy township construction, ecological and healthy environment, ecological and healthy culture, green economy and industry, health security and healthy people, public satisfaction and so on. It also defines the basic principles, operating procedures, and technical requirements for the construction of ecological civilization and healthy villages and towns.

The document sets up multi-directional and multi-level indicators related to people's livelihood, health and public safety, such as domestic waste classification, water safety, water sanitation, sanitary toilet facilities, food hygiene and the discharge standard rate of industrial three wastes, aiming at protecting the health of township residents from all aspects, promoting the sustainable development of townships and towns, and improving their attention and participation.

The importance of this standard to the construction of ecological civilization and healthy township is beyond doubts.

To ensure the scientificity, comprehensiveness and applicability of the group standard formulation, the standard working committee of CBCGDF is now open for comments, welcoming all sectors of society to put forward suggestions and modification opinions on the contents of this standard.
