Suggestion to CBD on New Global Plant Conservation Strategy: Open Science of Plant Pest and Disease Monitoring Shall be Encouraged & Supported

In response to CBD Notification 2023-071 - Invitation to review a draft of a proposed set of complementary actions (an updated Global Strategy for Plant Conservation) related to plant conservation to support the implementation of the Kunming-Montreal Global Biodiversity, here's a suggestion:

 

On the Draft

 

Encourage open science and promote global sharing of monitoring information on invasive species shall be encouraged to aid developing countries in making science-based decisions and safeguarding ecological and food security. For instance, plant pests and diseases cause significant crop losses and have a major impact on global hunger annually. The research team led by Huang Wenjiang at the Aerospace Information Research Institute of the Chinese Academy of Sciences, in collaboration with the China Biodiversity Conservation and Green Development Foundation, continuously releases the latest data on monitoring and assessing locust plagues in Asia and Africa and the dynamic monitoring of fall armyworms. By July 2023, 46 issues of the "Monitoring and Assessment of Locust Plagues in Asia and Africa" series have been published. Through data sharing, this information helps Pakistan protect food security and improve its capabilities for desert locust and fall armyworm control, providing technological support for widespread monitoring and early warning on biological security and food security for countries and regions participating in Asia and Africa. Huang Wenjiang's team has established a satellite remote sensing monitoring model for pest and disease remote sensing monitoring, achieving large-scale mapping of pest and disease remote sensing monitoring; by integrating multi-source data from remote sensing, meteorology, and plant protection, and organically linking it with pest and disease prevalence mechanisms, a large-scale prediction model for crop pest and disease has been established. Such information undoubtedly holds great significance for developing countries in the Global South.

 

So, our suggestion: The new version of the Global Plant Conservation Strategy should provide a platform to better facilitate the sharing of this information and monitoring and early warning data. Encourage active engagement from the international community to provide technical support and data sharing for developing countries, promoting global cooperation on plant conservation and ecological security. By fostering open science and sharing information, countries can collectively address challenges posed by plant pests and diseases, ultimately achieving the goals of global plant conservation.
