Paper by CBCGDF’s Reduce and Pick-up Plastics Working Committee Published on China Sustainability Tribune as Headline

At the beginning of July, 2023, a paper written by the Reduce and Pick-up Plastics Working Committee, led by Dr. Zhou Jinfeng, of China Biodiversity Conservation and Green Development Foundation (CBCGDF), of which Dr. Zhou serves as the Secretary General, was published on China Sustainability Tribune sponsored by the Ministry of Commerce as the headline article on the cover. The title was “The Analysis and Prospect of Negotiations on the ‘Plastic Treaty’: Can Humans End Plastic Pollution?”


The paper was prepared when the second session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-2) was the topic. Based on the experiences from Nairobi Working Group on Coping with Plastic Pollution, the Fifth United Nations Environment Assembly (UNEA 5.1-5.2) and INC-1 of the authors, the paper reviews and looks forward to the important issues of global environmental governance at the moment.



This paper gives an account of the course of marine plastic pollution entering the international field of vision, the policy framework of international marine plastic pollution control, and analyzes and looks forward to the progress of this international negotiation meetings. The author points out that the severity of marine plastic pollution and the urgency of treatment have become a consensus, and the treatment of marine plastic pollution has become an international issue which needs the concerted efforts of all countries and all walks of life in the world. The author believes that the global management of plastic pollution needs both top-down control and bottom-up control, and the two can form a joint force to finally achieve the goal of ending plastic pollution.
