In December 2022, Professor ZHANG Xiaoyong's monograph Implementation and Construction of International Law on Genetic Resources was published by Intellectual Property Publishing House. It was also during this period that the fifteenth Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) ended in Montreal, Canada. The meeting reached a new goal after the "Aichi Biodiversity Targets": the "Kunming-Montreal Global Biodiversity Framework" which includes 4 long-term goals and 23 targets. At the same time, the Kunming-Montreal Global Biodiversity Framework has historically incorporated digital sequence information and its benefit sharing into the progress provided the next steps, which is highly controversial among developed and developing countries. However, it should be pointed out that the decision on digital sequence information adopted by COP15 did not propose substantive solutions, but only emphasized that the benefits arising from the use of digital sequence information should be shared fairly and equitably, and a multilateral mechanism for benefit-sharing from the use of digital sequence information on genetic resources should be established. However, this multilateral mechanism can only be left to follow-up negotiations, which requires more active discussion among countries as soon as possible.

In the context of the implementation of the "Nagoya Protocol", the author raises the issue of pathogen data sharing that has become a global environmental governance and health governance after the outbreak of the Covid-19, and lists its relationship with the "Nagoya Protocol" and the new challenges it brings, which is unique, case-by-case, and thought-provoking.
