List of Alien Invasive Species under Key Management

On December 20, 2022, the Ministry of Agriculture and Rural Affairs, together with the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the General Administration of Customs and the State Forestry and Grassland Administration formulated the List of Alien Invasive Species under Key Management (Announcement No. 567) and issued it, which will come into force on January 1, 2023. This is the first time that 59 invasive species, including alligator gar, Solidago canadensis and Bursaphelenchus xylophilus, have been added to the list.

Since September 2022, nearly 300,000 tons of lake water in the Central park of Ruzhou City, Henan Province, have been drained to catch alligator gar. Beijing, Hunan, Ningxia, Guangxi and Shandong provinces have reported that the alien species has been found in public waterways and parks in cities, posing a potential threat to the local environment. The Legal Work Committee of the China Biodiversity Conservation and Green Development Foundation(CBCGDF) attached great importance to this issue and immediately organized an investigation. At the same time, in order to maintain ecological balance, protect biodiversity, prevent and deal with the harm caused by alien species such as alligator gar, and ensure biosafety, the CBCGDF Legal Work Committee sent letters to the General Administration of Customs and the State Administration for Market Regulation. It is suggested that "the General Administration of Customs and the State Administration for Market Regulation, in collaboration with the Ministry of Agriculture and Rural Affairs and other departments, formulate corresponding management rules to strictly regulate the introduction, sale, breeding and entry management of alien aquatic organisms. Alligator gar has been added to the List of Invasive Alien Species in China, and inspection and quarantine of invasive alien species have been strengthened to prevent the spread of invasive alien species."

The publication of the List of Alien Invasive Species under Key Management will play an important role in building a strong defense line for invasive alien species and effectively preventing and controlling invasive alien species. Thanks to relevant departments for their attention to and support for relevant suggestions on ecological civilization construction. The Committee will continue to offer suggestions for relevant departments to make scientific decisions, and jointly contribute to the protection of biodiversity and ecological security in China.
