On the morning of September 6, 2022, Dr. Zhou Jinfeng, Secretary-General of China Biodiversity Conservation and Green Development Foundation (CBCGDF), and Deputy Director Dr. Wang Fei,  expert from the CBCGDF Expert Committee, researcher from the Institute of Soil and Water Conservation,(Ministry of Water Resources, Chinese Academy of Sciences), and the Institute of Soil and Water Conservation, Northwest A&F University , had a constructive and fruitful exchange on soil and water conservation and desertification combating..

Dr. Zhou Jinfeng first briefly introduced the discipline construction of soil and water conservation and desertification combating, and proposed the CBCGDF's firm plan to strengthen the implementation of the national strategy for ecological protection and high-quality development in the Yellow River Basin.

When discussing how the CBCGDF participates in the national strategy for ecological protection and high-quality development in the Yellow River Basin, Dr. Wang Fei put forward his new viewpoints on the management of the lower Yellow River suspended river, and explained: the problem of the lower Yellow River suspended river is a problem that affects the Chinese nation for thousands of years, the suspended river in the lower reaches of the Yellow River and its flood risk are the greatest threats to the Yellow River Basin. In order to solve this historical problem, Dr. Wang Fei suggested that the method of "refinement of coarse sand and separation of coarse and fine sand in the lower reaches of the Yellow River" should be used to control the suspended river. This method is based on the classical running theory of water and sand, and can achieve the effect of "continuous sand transport by small floods" under the actual situation that the current Yellow River runoff is reduced and the flood process is weakened.

If the above-mentioned strategies to manage the suspended river can be adopted, it will also be expected to contribute to the following four functions.

Gradually lowering the riverbed in the lower Yellow River can reduce flood risk and reduce the cost of building and maintaining channels and embankments.

Coarse sand refinement can expand the irrigation area for diversion from the Yellow River, increase grain output, and ensure national food security.

It can reduce the amount of groundwater exploitation in the North China Plain and solve the problem of groundwater funnel in the North China Plain.

It can increase the amount of sediment entering the sea from the Yellow River and promote the development of the delta in the lower reaches of the Yellow River.
