In March 2022, Dr. Zhou Jinfeng, Deputy Chairman and Secretary General of China Biodiversity Conservation and Green Development Foundation (CBCGDF), received the green card of Lijiang high-level talent service. The service period is from March 17, 2022 to March 16, 2025.

In recent years, Lijiang municipal government has put the cultivation and introduction of talents in a more prominent strategic position, vigorously implemented the strategy of "strengthening the city with talents" and continuously promoted the reform of system and mechanism, formulated and implemented policies such as “Lijiang Talent Plan”, “Lijiang 15 Policies and Measures to Promote Mass Entrepreneurship and Innovation”, “Lijiang Measures for the Introduction of High-Level Talents” and “Lijiang Measures for the Green Channel Service of High-Level Talents”. A number of high-end talents and talent teams have been trained and introduced, and the total number of talents has reached nearly 130,000. 47 academician expert workstations and expert scientific research workstations were built. 79 experts and 13 municipal government consultants were appointed. 32 talents were selected into the "Yunnan High-Level Talent Training Plan" , 2 talents were selected into the "Yunnan High-Level Talent Introduction Plan", and 1 talent was selected into the "Scientific & Technological Innovation and Entrepreneurship Talents of the National Special Support Plan for High-Level Talents". Lijiang is rated as the "special talent zone" of Yunnan Province and one of the five "flexible talent introduction bases" of Yunnan Province.

 In 2021, Dr. Zhou Jinfeng, was awarded the "Italian Knight Medal" by the president of Italy. In 2022, he was selected as a member of the International Engineering Technology Association (IETA). He was also a member of the Ninth, Tenth and Eleventh CPPCC National Committee. Currently, he is the deputy chairman of CBCGDF, executive member of the Rome club, member of the World Environmental Law Committee of the International Union for Conservation of Nature, deputy chairman of the World Green Design Organization and expert of the working group 3 of Biodiversity Technical Committee of the International Organization for Standardization (ISO / TC331), etc.

Zhou Jinfeng is mainly engaged in the theoretical research of ecological civilization and pays attention to the theoretical innovation & practice in the field of biodiversity protection and green development. He innovated and put forward the "human based solutions" theory, the "three axioms" of environmental governance, the "four principles" of ecological restoration, Biodiversity Conservation in Our Neighborhood (BCON) and the "carbon equality" theory. He established the "CCAFa" system, and proposed the gene protection of wild apple in Xinjiang, the ecological protection of the South China Sea, the priority of forest health, the transfer of bee farmers during the epidemic, the precise control of air pollution, and the biological control of Spodoptera, which were highly valued and adopted by top policy-makeres.

Adhering to the concept of "going global" in biodiversity conservation, he not only became a member or an executive member of many international conservation organizations, but also promoted CBCGDF to join many international organizations to actively participate in the work of international organizations, make suggestions for environmental protection work and help China deeply participate in global environmental governance.
