The General Administration of Customs: Revocation of the Nanning Customs’ Non-disclosure the Information on 2578 pangolins, Ordering Them to Re-do Specific Administrative Actions

On April 12, 2019, China Biodiversity Conservation and Green Development Foundation (CBCGDF) received an administration reconsideration decision from the General Administration of Customs, which made a decision on the CBCGDF’s administrative reconsideration against the Nanning Customs’ non-disclosure of the 2578 pangolins’ related information: decided the revocation Nanning Customs reply “Customs Information Public Reply Letter” and ordered them to re-do specific administrative actions within the statutory time limit from the date of receipt of this reconsideration decision.

 

On December 19, 2018, CBCGDF learned that Nanning Customs announced that “They intercepted 2578 pangolins since 2016”.

 

On December 27, 2018, CBCGDF mailed an application for 2578 pangolins information disclosure to Nanning Customs, including these pangolins’ species, source, survival condition, as well as the processing of their destinations (been transferred to the forestry departments, rescue centers, or other rescuing ways).

 

On January 3, 2019, Nanning Customs replied to "not to disclose" on the grounds that "2578 pangolins seized by the customs involved criminal cases and could not be disclosed."

 

On January 15, 2019, CBCGDF filed an administrative reconsideration with the General Administration of Customs in accordance with relevant laws.

 

On January 22, 2019, the General Administration of Customs replied in writing to CBCGDF, which means this case was formally accepted.

 

In March 2019, CBCGDF received a notice from the General Administration of Customs, as the information related to pangolin disclosure was complicated and required an extension of review for 30 days.
