Lately, CBCGDF made an open letter to Guangxi Terrestrial Wildlife Rescue and Epidemic Disease Detection Center: why transported pangolins to steel companies many times?

On August 10, in response to CBCGDF’s questions including this issue, the Department 9 of Forestry of Guangxi Zhuang Autonomous Region made a public reply on its official website “Reply on the Issue of Transporting Pangolins to Steel Companies and Other Related Issues”. The Forestry Department of Guangxi Zhuang Autonomous Region said in the reply:” Pangolin rescue is a worldwide issue. The steel company in Foshan City, Guangdong Province, and the pangolin domestication and breeding center in Jiangxi Province mentioned by CBCGDF are all aquaculture units that have obtained the pangolin domestication and breeding license issued by the relevant wildlife authorities in Guangdong Province and Jiangxi Province.” It also mentioned that in early 2012, the Department agreed to the investment company in Guangxi to launch a pilot project for pangolin rescue and artificial breeding techniques. Therefore, the Department of Forestry of Guangxi Zhuang Autonomous Region has repeatedly sent pangolins to the above three companies for rescue and artificial breeding.

The Department of Forestry of Guangxi Zhuang Autonomous Region still said at the press conference held on August 6 that pangolin rescue is a recognized problem in the world. Many protected species have established stable artificial populations, but pangolin artificial breeding techniques has not yet made a breakthrough.

On the evening of May 17, 19 illegally trafficked Malay pangolins were seized by the forest police in Yongzhou City, Hunan Province. On May 29, the Forestry Department of Hunan Province invited the Guangxi Terrestrial Wildlife Rescue and Epidemic Disease Detection Center to hold a workshop in Changsha to jointly advise on the rescue of the Malay pangolins. It has been reported that experts attended the meeting believe that the rescue of Malay pangolins in non-original areas is a worldwide problem.

It is expected that the Department of Forestry of Guangxi Zhuang Autonomous Region can further explain: which companies have been granted pangolin domestication and breeding licenses? In what conditions do these companies have to obtain licenses to domesticate and breed pangolins? How many pangolins are out there “fostered” in these companies? What is the current state of their survival?

According to the State Forestry Administration promulgated the "National Key protection wildlife breeding license management measures," the third provision: units and individuals with the following conditions can apply for domestication breeding license:

According to Article 3 of the “Measures for the Administration of the Domestication and Breeding License of Wild Animals under Special State Protection” promulgated by the State Forestry Administration: Units and individuals with the following conditions may apply for the Domestication and Breeding License:

1.    There are fixed sites and necessary facilities suitable for domestication and breeding of wild animals;

2.    Have the personnel and technology appropriate to the species and quantity of domesticated wild animals;

3.    The source of feed for domestication and breeding of wild animals is guaranteed.

CBCGDF hopes that the Department of Forestry of Guangxi Zhuang Autonomous Region will further disclose the application information of companies that have obtained the pangolin breeding and domestication licenses, so that the public can understand the technical strength possessed by these qualified companies. And what achievements have them made in the field of domestication and breeding of pangolins? As everyone knows, if it has no excellent technology, it may cause damage to the pangolins.

According to the information available to CBCGDF, the Department of Forestry of Guangxi Zhuang Autonomous Region frequently issued administrative licenses to transport pangolins for the three companies. Do these companies have successful domestication and breeding examples? If not, has the Department of Forestry of Guangxi Zhuang Autonomous Region taken any action? In addition, are there any records of regular and irregular on-site inspections of these companies for domestication and breeding of pangolins?

At the same time, if the company does not have the corresponding qualifications, in accordance with Article 4 of the “Measures for the Administration of the Domestication and Breeding License of Wild Animals under Special State Protection”, it may not approve the issuance of the Domestication and Breeding License under any of the following circumstances:

1.    Wildlife resources are not clear.

2.    Domestication and breeding have not yet been successful, or the technology has not yet passed.

3.    Wild animal resources are few and cannot meet the requirements of domestication and breeding provenance.

Article 11 Units and individuals that have obtained the Domestication and Breeding Licenses, in any of the following circumstances, in addition to the relevant provisions of the laws and regulations on wildlife protection, the authorities that approve domestication and breeding of wild animals or issue the Domestication and Breeding License may cancel their licenses, and may recommend that the administrative department for industry and commerce revoke their Business Licenses for Corporate or Business Licenses:

1.    Domestication and breeding of wildlife beyond the provisions of the Domestication and Breeding License;

2.    Concealing, falsely reporting or obtaining the License by other illegal means;

3.    Forging, altering, transferring or reselling the Domestication and Breeding License;

4.    Illegal sale and use of domesticated and propagated wild animals and their products;

5.    After obtaining the License, it has not been engaged in domestication and breeding activities within 1 year.

Accordingly, the Department of Forestry of Guangxi Zhuang Autonomous Region is asked for responding again to the above questions and openly answer them to eliminate public doubts.
