On June 23, CBCGDF and other hosted the “Third Wildlife Conservation and Breeding Management” colloquium successfully. The host introduced the background of the colloquium, including the previous two sessions and the newly revised Wild Animal Protection Law in 2017, and called for everyone to pay attention to wildlife protection.

A bird expert shared the case of unannounced visits as a volunteer to report wildlife trafficking. Using the eagle as an example, the expert said that in addition to on-site trading, online sales are also the way to facilitate sales. At the same time, the relevant regulations on wild animals breeding in the revised Wildlife Protection Law were analyzed and the slightest non-compliance of animals licenses was exposed.

The person in charge of the “Rescue the Animals Used for Performances” project talked about the hurts and negative impacts of wild animals that were used as entertainment performances and explained the significance of stopping animal performances. As the animal performance industry continues to be exposed, more and more people are not seeing laughter but cruelty and deformity. More and more authoritative media, stars, travel companies, ordinary people, etc., have also begun to call for refusal to watch animal performances. Although the “Rescue the Animals Used for Performances” project once encountered some of the circuses’ very unfair treatment, it is still believed that the law and people’s civilization will progress to a certain extent, and wild animals will eventually be treated kindly.

There are corresponding provisions in the Wild Animal Protection Law for the approval and management of animal performances. In reality, many circuses do not operate according to the law. In addition to the law, there are normative documents of the relevant regulatory authorities. For example, the National Outline for the Development of Zoos, published in 2013, required the zoos in cities to stop animal performances. In recent years, Hangzhou Zoo and Guangzhou Zoo have also cancelled animal performances. In the next step, we hope to promote the continuous improvement of animal feeding standards, promote information disclosure, and ensure that wild animals in the artificial environment are protected according to the law.

An expert in protecting elephants talked about how he felt about researching and popularizing elephants. Focused on the understanding of zoos, elephant camps, and shelters. He pointed out the status and reality, welfare and ethics of elephants in zoos, camps and shelters.

For the circus wild animals’ performances issue, there are currently three difficulties: first, there is no penalty or punishment is too light, and second, the disclosure of information is difficult, and the third is the lack of technical standards.

At present, formal restaurants conduct food inspection according to the provisions of the Food Safety Law and issue food inspection reports. However, wild animals enter the restaurants as raw materials, and there is no relevant inspection and do not comply with the regulations of the Food Safety Law. This problem needs to be solved urgently.

About the protection of wildlife habitats:

First, the revised Wildlife Protection Law currently stipulated that the public is obliged to protect wildlife habitats. Second, there is still room for discussion in the relevant laws regarding the definition of habitat. Third, the delineation of protected areas. The core area should be strictly prohibited from entering by outsiders. Fourth, when there is a conflict between the protection of habitats and projects’ development and construction, it is necessary to fully understand the projects being developed and conduct sufficient investigation and analysis.

Participants suggested that relevant departments and NGOs should carry out more publicity and education on ecological environment science and education to raise public awareness of protection. At the same time, it should be deeply understood: First, whether it is wild or domestic animals, a large number cannot prove that biodiversity is good. Second, the significance of disseminating laws and regulations is very important. People’s knowledge of the law and law-abiding is essential for ecological environment protection. Third, efforts should be made to improve the identification of wild animals as a powerful tool.

At the same time, promote eco-tourism, such as the birding industry, invite relevant media to take pictures, promote industrial upgrading, create a wildlife and ornamental culture industry, pay equal attention to protection and development, and promote the construction of beautiful China.
