In the beginning of March, 2023, Bird-loving Association of Huainan City, Anhui Province submitted an application to China Biodiversity Conservation and Green Development Foundation (CBCGDF) for the establishment of a Community Conservation Area of Swan at Caicheng Pond to protect the wintering habitat of swans and other migratory birds and to reduce the human impact on their habitats.

With the attention to environmental protection in Huainan, the ecological condition of Caicheng Pond is improving gradually, and the species and number of wild birds are increasing year by year. According to volunteers’ records, swans began to settle in Caicheng Pond for the winter in October 2019. And the number increased to 570 in January, 2021.

Although local governments at all levels and bird-loving associations have done a lot of publicity work on swan protection, a vicious incident of poisoning swans still occurred in January 2021. Huainan Bird-loving Association thus applied for the establishment of Community Conservation Area for swan, and joined hands with forestry departments and public security departments to take long-term protection measures for swan wintering.

In 2016, CBCGDF introduced the system of Community Conservation Areas, with the purpose of giving full play to the role of volunteers and communities participating in protection, quickly, effectively and dynamically following up the current situation of biodiversity and environmental protection in China, and supplementing and strengthening the achievements of the national protected areas.
