The International Department of China Biodiversity Conservation and Green Development Foundation (CBCGDF) sent a letter to the Department of Climate Change of the Ministry of Ecology and Environment of the People’s Republic of China, in which CBCGDF put forward five suggestions on the “Implementation rules for the evaluation and management of South-South cooperation material assistance projects in response to climate change (Draft for comments)”, listed as follows:

 1） It is suggested to add before the first sentence of Article 1 of the general provisions: "In order to promote the global co construction of ecological civilization and building a shared future for all life on earth.”

2） It is suggested to add to the working principles in Article 3: "participation of social organizations representing public interests". Therefore, it is suggested that the evaluation of South-South cooperation material assistance projects should follow the working principle of "objective, fair, independent, scientific and participation of social organizations representing public interests", and adhere to the working methods of systematic analysis and whole process evaluation.

3） It is suggested to add in Article 4: and invite participation of social organizations and public supervision;

4） It is suggested to add "biodiversity assessment" to Article 6 of Chapter II (assessment content)，for the reason that climate change requires synergy with biodiversity. On January 11, 2021, your ministry issued the guidance on coordinating and strengthening the work related to climate change and ecological environment protection (Hz [2021] No. 4 document), in which "synergy" appeared in five places, which provides good policy guidance. We believe that this principle should also be upheld in external material assistance for South-South cooperation in response to climate change. Therefore, it is suggested to amend Article 6 as: "the content of general assessment includes process assessment, objective assessment, effect assessment, biodiversity assessment and sustainability assessment.

5） As mentioned in Article 14, the Ministry of Ecology and Environment shall establish a database of assessment experts. We will sign up and hope to actively participate in and support your great efforts in South-South cooperation on climate change.
