近日，中国生物多样性保护与绿色发展基金会（简称“中国绿发会”、“绿会”）副理事长兼秘书长周晋峰博士接受凤凰网记者采访，现将部分采访内容整理如下：

Recently, Dr. Zhou Jinfeng, Secretary-General of China Biodiversity Conservation and Green Development Foundation (CBCGDF), accepted an interview with a reporter from Phoenix TV. Part of the interview is now organized as follows:

记者：全国两会即将召开，相信环境保护的议题肯定是关注的焦点之一了。您在生物多样性保护方面有一些怎样的想法？在两会上会不会被关注讨论？

Reporter: The National Two Sessions （the back-to-back meetings of two of China’s major political bodies – the Chinese People’s Political Consultative Conference (CPPCC) and the National People’s Congress (NPC).）will be kicked off soon . We believe that the issue of environmental protection must be a highlight. What are your thoughts on biodiversity conservation? Will there be concerns and discussions at the Two Sessions?

周晋峰：中共中央办公厅、国务院办公厅已经印发了《关于进一步加强生物多样性保护的意见》，生物多样性越来越成为我们各个行业经济社会发展的重要议题，相信今年两会上一定会成为一个热点。委员们非常关注的除了传统议题，就是濒危物种保护、保护区的立法、国家公园的建设等等，这些方面相信都有很多真知灼见和思想交流。

The General Office of the CPC Central Committee and the General Office of the State Council have issued the "Opinions on Further Strengthening the Protection of Biodiversity". Biodiversity has increasingly become an important issue for the economic and social development of our various industries. I believe that this year's Two Sessions will definitely become a hot spot to discuss these topics. In addition to traditional issues, the committee members are very concerned about the protection of endangered species, the legislation of protected areas, the construction of national parks, etc. There are many insights and exchanges of ideas in these aspects.

除此之外，更重要的是工业文明在我们今天建设过程之中，对于我们周边生物多样性的影响，对于自然侵占这一类的议题，在生态文明的概念下，“山水林田湖草沙冰”这样全面的自然保护将会越来越引起重视。特别是我们日前提出的抓主要矛盾，要与时俱进，发挥在全球生态文明建设过程中的引领作用，这些领域我们都有很多值得做的。就像北京今天的天气一样，虽然春意盎然，生态文明的思想、生态文明的实践和生态文明的建设都已经随处可见，但是它仍然处于工业文明的强大力量之下，各种大的工程项目的推动，对于生态环境的影响呢，最主要的仍然是生物多样性丧失的方向。

In addition, what is more important is the impact of the way of unsustainable use brought by industrial civilization on the biodiversity around us in the process of our construction today. For issues such as natural encroachment, under the concept of Ecological Civilization, comprehensive nature protection such as "mountains, rivers, forests, fields, lakes, grass, sand and ice"(山水林田湖草沙冰) will attract more and more attention. In particular, we have recently proposed to grasp the main contradiction, to keep pace with the times, and to play a leading role in the process of global ecological civilization construction. We have a lot to do in these areas. Like the weather in Beijing today, although spring is in full bloom, the idea of ecological civilization, the practice of ecological civilization, and the construction of ecological civilization can be seen everywhere, but it is still under the powerful force of industrial civilization. The promotion of engineering projects, the most important impact on the ecological environment is still the loss of biodiversity.

记者：您认为有一些什么样具体的意见会提出来吗？比如说建设友好型的城市，或者是建立保护区，可能对于我们民众来说比较关注的是，我们可能会不会吃的东西越来越少，或者是品种越来越少。另外比如说像是政府要在完善一些法律法规面前，应该如何能够做到平衡，因为城市之间的发展，也是不平衡的。其实现在中国的主要矛盾，可能也是追求的生活跟现实的一些发展有一些矛盾，您认为如何能够解决这样的一个问题？

Reporter: Do you think there are any specific opinions that will be put forward? For example, building a friendly city or establishing a protected area may be more concerned for the public whether we may eat less food, or with less variety. For example, how should the government achieve a balance before improving some laws and regulations, because the development of cities is also unbalanced. In fact, the main contradiction in China now may also be the contradiction between the life pursued and the development of reality. How do you think such a problem can be solved?

周晋峰：中国绿发会在每年两会召开之前，都会举办两会议/提案建议会，我们通过广泛的收集群众专家和行业领域里关于生态环保领域的意见，进行汇总整理后，提交给代表委员去思考。通过两会议/提案建议会的举办，我们发现大家普遍关注饮食领域，饮食上人们第一个是从源头在生产环节上的自然方法，基于自然的解决方案，减少农药化肥抗生素的使用这一类的建议，来提升农业生物多样性。在保护和发展并重的情况下，大家的关注是提升了。同时大家对于饮食健康，本地当季的食材，这也是一个全球生物多样性的思想，是一个重要的领域，这一类的题材大概也是非常关注的。在城市的发展过程之中，人们更多的关注，原来是工业文明的草坪公园建设，美丽的新装饰和过度照明的夜晚，特别是深夜，这些议题都是和生物多样性紧密相关，并且和现代的生态文明思想下的新时代生物多样性要求有不同，所以这一类的领域我们相信代表委员可能会比较关注，并且提出相关的议题。

Zhou Jinfeng: Before the convening of the Two Sessions each year, the China Biodiversity Conservation and Green Development Foundation hosts a proposal and suggestion meeting for the Two Sessions, aiming to bridge dialogues between grassroots and policymakers. We collect opinions on ecological and environmental protection from the general public, experts and industry sector, summarize and organize them, and submit them to the representatives for consideration. Through the holding of the proposal and suggestion meeting of the Two Sessions, we found that everyone generally pays attention to the field of Food. People in the diet are the first to start from the source in the production process, and to reduce the use of pesticides, fertilizers, and antibiotics based on natural solutions to improve biodiversity of agriculture. In the case of protection and development, awareness  is promoted. At the same time, everyone is also very concerned about healthy diet, local seasonal ingredients, and such topics. This is also a thought of global biodiversity, and it is an important field. During the development of the city-planning, people pay more attention to the construction of uniformly tidy lawns and human-made parks in industrial civilization, beautiful new decorations and over-illuminated nights, especially late nights. These issues are closely related to biodiversity, and are different from the biodiversity requirements of the new era under the modern ecological civilization thinking. Therefore, we believe that the representative committee may pay more attention to this type of field and propose related issues.
