Provisions on Security Management Regulations of Civil Airports Need be Specified

One of provisions in Law of the People's Republic of China on the Protection of Wildlife says that any entities and individuals shall have the responsibility to protection wild animals and their habitats. It is forbidden to hunt or harm wildlife and destruct their habits. However, the author of this article has recently found that some expressions of Provisions on Security Management Regulations of Civil Airports do have some conflicts against those in the wildlife law.

Here are the differences in detail.

Article 188 of the Provisions: airport management organizations should analyze the outcomes based on bird information in the airport, exert governance upon nests, food sources, habitats and foraging sites, and cooperate with the local government in similar issues outside the airport.

Article 191 of the Provisions: airport management organizations should periodically patrol the airport and remove nests in corners and on trees.

Following arguments will all be based on these two articles below.

About the scope of the airport: Although we have known that faculty of airports invariably have the responsibility inside the airport, given that Article 185 goes that the area round the airport border should also be banned to establish buildings and plant trees, we have not ideas on the exact data of this limitation.

About effective governance:

According to the Analysis Report of Birdstrikes in 2015, the proportion of birdstrike events that could threaten aircrafts in all birdstrike events has been decreasing in the past few years. In this case, does this mean that current governance over birdstrike events have been significantly successful? Therefore, the author believes that headquarters of civil airports should create a quantifiable evaluation plan as soon as possible.

Faculty’s false method to capture and free birds:
The provisions above merely cover information on reporting birdstrike events and dealing with birds’ remains and omit the introduction on the correct method to catch and free birds. Although a guideline published by the Civil Aviation Administration of China has specifically illustrated the best approach to treat webbed birds, we have no idea that whether this guideline is a compulsory document for every civil airports.

Last month, during the COP15, the President of China has said that, the first point of Open a New Journey of Human High-quality Development is to coordinate the relation between human and nature under the guideline of ecological civilization construction. Even if we must prioritize the security work of airports, we need to further specify relevant provisions on security management of airports, especially the ones concerning birds. The refinement of these provisions will definitely help us reconsider the relationship between birds and human.
