Recently, CBCGDF organized a symposium about the Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste (Revised Draft). Dr. Zhou Jinfeng, the Secretary-General of CBCGDF made a keynote speech and made major suggestions for this revised draft.

He mainly made two suggestions: first, the scope of “enhancement of citizens’ environmental awareness” should be expanded in this law, not only citizens, but also “all units and individuals”; second, by clarifying the responsibility of the solid waste’s manufacturers, it is also necessary to clarify the responsibilities of the sellers, the transporters, the handlers, the users, etc., to “who harms who is responsible”, and to clarify the responsibilities and obligations of all parties involved, which is conductive to the implementation and enforcement of the law.

Dr. Zhou believes that this revision of the law has added a new content, that is, “citizens should enhance their awareness of environmental protection, actively participate in the prevention and control of environmental pollution by solid waste, practice a simple and modest, green and low-carbon lifestyle, and reduce the production of solid waste.” This article is particularly important, but not complete. Dr. Zhou said that the revised law strengthens the legal responsibility of solid waste generators, but at the same time, it cannot ignore the responsibilities of other links. He suggested that the various aspects involved in solid waste should be clarified according to the actual situation. Which specific responsibilities should be taken and what responsibility should be assumed, and the law should be formulated according to the actual situation and the degree of harm.
