Marine environmental protection is an important part of ecological civilization construction and an important foundation for building a maritime power. In December 2022, the 38th session of the Standing Committee of the 13th National People's Congress conducted the first review of the Marine Environmental Protection Law (Revised draft) and released it to the public. On January 17, 2023, the Legal Working Committee of the China Biodiversity Conservation and Green Development Foundation (CBCGDF) put forward a number of suggestions for amendments to the Draft. Compared with the recently released "Marine Environmental Protection Law (2nd Draft Revision)", seven of the proposals submitted by CBCGDF were adopted.

Recently, the Standing Committee of the National People's Congress is soliciting public opinions on the 2nd Draft Revision. The Legal Working Committee of CBCGDF attached great importance to this and held a meeting for discussions. After careful study, CBCGDF put forward 22 proposals for the Second Draft Revision.
