On June 30, 2023, the Ministry of Agriculture and Rural Affairs of China issued a notice to solicit public opinions on the "Administrative Measures for the Production and Operation of the Livestock and Poultry Breeds (Draft for Comments)", and the public solicitation period will last for one month.

The Biological and Scientific Ethics Committee of the China Biodiversity Conservation and Green Development Foundation (BASE-CBCGDF) actively responded to the call, and put forward several suggestions after careful research and in-depth discussions.

For the "Administrative Measures for the Production and Operation of the Livestock and Poultry Breeds (Draft for Comments)", we suggest more attention should be paid to the digital sequence information(DSI) of genetic resources and "animal welfare of  livestock and poultry breeds" should be clearly defined. CBCGDF BASE also suggested that "One Health" be clearly included in  the "Administrative Measures for the Production and Operation of the Livestock and Poultry Breeds (Draft for Comments)" to minimize the spread of zoonotic diseases.
