The National Catalogue of Hazardous Wastes (2021 Edition) shows that solid wastes (including liquid wastes) are hazardous wastes under any of the following circumstances: (1) those with one or more hazardous characteristics of toxicity, corrosiveness, flammability, reactivity or infectivity; (2) It is not excluded that it is hazardous and may have harmful effects on the ecological environment or human health and needs to be managed as hazardous waste. Therefore, hazardous waste is more harmful to human beings and ecology than industrial solid waste, domestic waste, construction waste and agricultural solid waste, so local governments at all levels and relevant departments need to comprehensively improve the standardized environmental management level of hazardous waste.



In order to implement the Law of People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Wastes and the Implementation Plan for Strengthening the Supervision, Utilization and Disposal Capacity Reform of Hazardous Wastes, advance the standardized environmental management assessment of hazardous wastes, enhance the information-based environmental management of hazardous wastes in the whole process, comprehensively improve the standardized environmental management level of hazardous wastes, strictly prevent and control the environmental risks of hazardous wastes, and help build a beautiful China where humans and nature can coexist harmoniously, the Ministry of Ecology and Environment of China has organized and compiled the Notice on Further Strengthening Standardized Environmental Management of Hazardous Wastes (Draft for Comment), and solicited opinions from the public.


The Law Working Committee of China Biodiversity Conservation and Green Development Foundation (CBCGDF) attached great importance to it, actively organized and conducted research and discussion, and put forward eight suggestions for revision.
