The issue of environmental pollution and green development is a global affair that concerns everyone in the world. At present, air pollution, water pollution, plastic waste pollution, and other kinds of pollution are spreading all over the world, so pollution control is also a global affair, and all countries in the world should actively participate in and make efforts for it. The solution of these problems requires not only the cooperation between governments, but also strong cooperation of non-governmental organizations, that is, the strong cooperation of people all over the world.

In this process, governments, non-governmental organizations, and individuals all over the world will certainly support each other. For example, when there is a flood in a certain part of the world, countries with the ability to help will support the rescue in various ways, and so will China. Therefore, it is a normal procedure of globalization that a large amount of donated funds flow from home to abroad and vice versa.


So, how can we manage this capital flow? It is also a major problem that all countries in the world need to face. The Law on the Management of Domestic Activities of Overseas Non-governmental Organizations of the People’s Republic of China involves some problems in this respect, and the law is implemented with a tolerant and positive attitude. Article 2 of the law stipulates: “Overseas NGOs can carry out activities that are conducive to the development of public welfare undertakings in the fields of economy, education, culture, health, sports, environmental protection, and disaster relief.” These activities are protected by our laws in China.
