In order to guarantee the universal postal service, strengthen the supervision and management of postal service, promote the high-quality development of the universal postal service, guarantee the freedom and confidentiality of communication, and protect the legitimate rights and interests of users, in accordance with the Post Law of the People's Republic of China and other relevant laws, the State Post Bureau of The People's Republic of China drafted the Regulations on Universal Postal Service(Draft for Comments) and publicly solicited opinions from the public.
The Legal Work Committee of China Biodiversity Conservation and Green Development Foundation(CBCGDF) attached great importance to this. After careful study, it put forward thirteen revision suggestions, which have been submitted to the State Post Bureau.
Regarding Article 15 Green Development of Chapter 2 Development Guarantee, CBCGDF proposes the following amendments:
The state encourages the green and low-carbon circular development of the postal general service industry, carries out ecological design, promotes the application of recyclable, easy-to-recycle, and harmless packaging materials, and encourages postal general service enterprises to take measures to recycle mail packaging materials to achieve the reduction and re-use of packaging materials. ......Postal general service enterprises should report the use and recycling of disposable plastic products in packaging in accordance with the regulations of the postal administration department of the State Council, and make public announcements to the public.
