The China Biodiversity Conservation and Green Development Foundation (CBCGDF) set up a “bridge” to gather voices from scientists and people to the country’s top legislative bodies for the “Two Sessions”, China’s most important political and legislative conferences in March 2023.

In preparation for the upcoming “Two Sessions” 2023, by CBCGDF received over 60 responses from various sources. One of them is to set up a special fund by public-raising charitable foundations as environmental public-benefit compensation for litigation damages to pay for environmental restoration.

Therefore, CBCGDF’s proposal is for the National People’s Congress to authorized pilot projects or provide legislative explanation on details that: the people’s court that make the judgment publicly selected qualified public-raising charitable foundations (non-plaintiff in the case) to set up special funds; and the environmental restoration funds and the compensations for the loss of ecological environment services determined by judgment or mediation are included in the foundations to be used for environmental restoration.
