The Ministry of Ecology and Environment of the People’s Republic of China recently made an official reply to the proposal About Accelerating the Development and Utilization of Seabuckthorn Resources to Promote the Construction of Ecological Civilization submitted by the National People's Congress during the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC) in 2022. It highly agreed with the proposal saying that the next step is to vigorously promote the protection and sustainable utilization of seabuckthorn resources, cooperate with the research on "seabuckthorn resources and the construction of ecological civilization in a beautiful China", and actively explore the construction of seabuckthorn carbon sink forests.

Part of the reply letter sent by the Ministry of Ecology and Environment to the representative as follows:

1. Work progress

The first is to incorporate the sustainable use of biological resources into all types of planning at all levels; the second is to improve the ex situ conservation system such as botanical gardens; the third is to accelerate the collection, preservation and utilization of important biological genetic resources.

2. Main experience and practices

Mainly from two aspects, one is in the preservation of seabuckthorn planting resources; the other is in the value transformation of ecological products.

3. Next steps

The first is to vigorously promote the protection and sustainable utilization of seabuckthorn resources; the second is to cooperate with the research on "seabuckthorn resources and the construction of a beautiful China's ecological civilization"; the third is to actively explore the construction of seabuckthorn carbon sink forests.

China Biodiversity Conservation and Green Development Foundation (CBCGDF) has been committed to seabuckthorn research for a long time. It has accumulated a lot of materials on seabuckthorn and carried out a series of research work. The research materials and suggestions of the Seabuckthorn Project Team of the CBCGDF have also been absorbed in the proposal submitted by the representative.

As the time of the NationaNPCand CPPCC in 2023 has been determined,CBCGDF has put the proposal meeting of the NPC and CPPCC in 2023 on the agenda. This is the seventh consecutive year that CBCGDF has solicited suggestions across the society. Since 2016, more than 200 proposals have been received in total, of which nearly 60 proposals reflect problems and suggestions for improvement that have been recognized by representatives and members, and submitted to the NPC and CPPCC as proposals, which has played a positive role in promoting people's participation in social governance and ecological environmental protection.

With the determination of the time of the NPC and CPPCC in 2023, the proposed channel of CBCGDF will also be open. We welcome all sectors of society to make positive suggestions.
