Recently, the Tobacco Control Working Group of China Biological Diversity Protection and Green Development Foundation (CBCGDF) learned that the Ministry of Finance, the General Administration of Customs, and the General Administration of Taxation recently issued the “Announcement on Levying Consumption Tax on Electronic Cigarettes.” CBCGDF has long been paying attention to the impact of the tobacco industry and smoking on public environmental rights and social public interests. It has formed a legal work committee to carry out research and recommendation in the green development of ecological environmental protection, and carried out environmental public interest litigation operations. It initiated the first public interest lawsuit on smoking control in public places and the public interest litigation on smoking control in public transportation, which achieved good social and judicial practices results. In 2021, CBCGDF also put forward seven suggestions on the "Administrative Measures for Electronic Cigarettes (Draft for Opinions)", and has continued to follow up the progress and implementation of the "Administrative Measures for Electronic Cigarettes".
