Xie Boyang Listened to the Report on the Management of the Suspended River in the Lower Reaches of the Yellow River

On September 16, 2022, Xie Boyang, chairman of the China Biodiversity Conservation and Green Development Foundation (CBCGDF), listened to a report by Dr. Wang Fei and Professor Li Rui on the governance of the Suspended River in the lower reaches of the Yellow River. Dr. Wang Fei is the deputy director of the Institute of Soil and Water Conservation CAS&MWR and the Institute of Soil and Water ConservationNorthwest A&F University. Professor Li Rui is their former director and researcher.

 

Based on the necessity of governing, Dr. Wang Fei and Prof. Li Rui analyzed the main technologies of current governance and the shortcomings combining with the fact that the current Yellow River runoff is decreasing, the sediment transport capacity is declining, the flood cannot transport coarse sand, and the downstream reservoirs and river channels are still silting up year by year. They reported in detail the scientific principles and corresponding technologies of this innovation.

Xie Boyang listened carefully and made it clear that the management of the suspended river must be closely integrated with the current national strategy of the Yellow River Basin.

 

He said that although the lower Yellow River has experienced more than 70 years of tranquility since the founding of the People's Republic of China, this does not mean that the Yellow River has been stable forever, or the management of suspended River in the lower reaches of the Yellow River can be slowed down.

 

Xie Boyang, Wang Fei and other experts also conducted detailed discussions on coarse sand refinement technology, improvement of existing technology, and other possible new technologies. He emphasized that whether it is disaster prevention and mitigation, or ensuring the safety of the lower Yellow River area, it is necessary to actively carry out discussions and research on the management of suspended rivers in combination with the actual situation of the Yellow River in recent years, and he encouraged everyone to come up with new ideas and methods.

Xie Boyang suggested that for the innovative method of coarse sand refinement, we need to carry out experiments, accululate more evidence as soon as possible to prove the reliability and feasibility of the technology, and try the technology in the field. Meanwhile, he suggested to organize domestic counterparts as soon as possible, conduct discussions, analyze carefully, strive to form a set of plans related to the management of suspended river, make suggestions to the management departments such as the Ministry of Water Resources, and invite more relevant industries and scientists to jointly tackle key problems. He suggested that from the perspective of historical evolution, referring to the natural process of river sediment movement, aiming at realizing the long-term stability of the Yellow River, so as to steadily advance the long-term goal of governing the lower reaches of the Yellow River.

 

Xie Boyang expressed his willingness to work with experts from the Soil and Water Conservation Institute and related units to promote the management of the suspended river and actively implement the national strategy for ecological protection and high-quality development of the Yellow River Basin.
