Recently, the National Forestry and Grassland Administration studied and drafted the Regulation for Implementation of Forestry Law of the People’s Republic of China (Revised Draft) (Draft for Comments), and now publicly solicited opinions. The Working Group of Biodiversity Conservation in Our Neighborhood of China Biodiversity Conservation and Green Development Foundation (CBCGDF BCON) actively responded to the call, and after a careful research and discussion, it is recommended to add in the full text:

The related content with “Green Prevention and Control” and “Biological Control”, and meanwhile, it needs to clearly make it clear that each of the projects or special funds for the treatment of forestry diseases and insect pests in public fiscal expenditures must ensure that no less than 30% (bottom line) is used for biological prevention R & D and application, and forced to be in enforcement.

This is mainly because the establishment of a long-term mechanism for the forest pest biological control and related disaster prevention and reduction emergency is of great significance for constructing ecological civilization, promoting sustainable development, and realizing the harmony between human and nature. 

Annual diseases and insect pests have caused major damage to forestry. For a long time, in order to prevent and control forestry diseases and insect pests, the chemical pesticides have been used in a long term, often addressing symptoms but not root causes, and therefore, the resulting issues as environmental pollution, ecological crisis, food safety, and forest health crisis are worrying.
