CBCGDF BCON's Recommendations on the Implementation Regulations of the Forest Law of the People's Republic of China (Revised Draft) (Draft for Comments)

Recently, the National Forestry and Grassland Administration has drafted the Implementation Regulations of the Forest Law of the People's Republic of China (Revised Draft) (Draft for Comments), and publicly solicited comments. China Biodiversity Conservation and Green Development Foundation(CBCGDF) Biodiversity Conservation in Our Neighborhood (BCON) Working Group actively responded to the call, and after careful research and discussion, put forward four recommendations, the details are as follows :

First, it is proposed to add "forest biodiversity and forest land biodiversity" to Article 2 of Chapter 1. The complete statement is "The competent forestry department of the Government of China proposes the conservation of national forest coverage rate, forest biodiversity, forest stock volume, forest land reserve, forest land biodiversity, etc.”

 

Second, it is suggested to add "forest biodiversity" to Article 4 of Chapter 1. The complete statement is "the forest manager at the next level should fulfill the goals of forest resource protection and development, forest fire prevention, prevention and control of major forest pests, forest biodiversity, etc."

 

Third, it is suggested to add the relevant content of "green prevention and control" and "biological control" to the full text, and at the same time make it clear that no less than 30% (bottom line) of each project or special fund used for forestry pest control in public financial expenditure shall be ensured. The ratio is used for biological control R&D and application and is enforced.
