CBCGDF actively works on ethics of science and technology to promote China's deep participation in global governance

Science and technology ethics are the values and behavioral norms that need to be followed in scientific research, technology development and other scientific and technological activities, and are also an important guarantee for promoting the healthy development of scientific and technological undertakings and for helping China to deeply participate in global scientific and technological governance. As a national first-level society, the China Biodiversity Conservation and Green Development Foundation (CBCGDF) has carried out a lot of work in science and technology ethics for a long time, aiming to build a world-class society, to improve the ability of science and technology ethics governance, From the perspective of social organizations, we can effectively promote the prevention and control of ethical risks in science and technology, and continuously promote science and technology for good and benefit mankind.

The work carried out by CBCGDF on ethics of science and technology includes but is not limited to:

1.Take the lead in responding to the call of the times and set up a specialized secondary institution for science and technology ethics. In December 2018, the CBCGDF established the Biological and Scientific Ethics Committee (BASE) to respond to the gene editing incidents that occurred at that time and ethical issues in scientific fields such as artificial intelligence and robotics, and to carry out related research.

 

2. Actively participate in the global governance of science and technology ethics. On November 25, 2021, the Recommendation on the Ethics of Artificial Intelligence, which was officially adopted at the 41st session of the United Nations Education Scientific and Cultural Organization (UNESCO) General Conference, fully adopted the suggestions on the Ethical Issues in Artificial Intelligence (Draft) previously submitted to the United Nations Educational, Scientific and Cultural Organization (UNESCO). The CBCGDF proposed that "ecological environment" and "biodiversity" should be included as separate chapters in this global standard on AI ethics.

 

3. From November 2016 to September 2017, the CBCGDF undertook the research on "Theoretical Research on the Construction of Scientific Research Ethics and Research Integrity System", a sub-project of "Scientific Ethics and Study Style Construction Publicity and Education" of the China Association for Science and Technology.

 

4. Have an extensive international cooperation network. CBCGDF has long been committed to actively participating in global science and technology governance and global environmental governance, and has joined or participated in more than 40 international science and technology organizations and global environmental governance mechanisms, including the United Nations Convention on Biological Diversity (CBD),United Nations Framework Convention on Climate Change (UNFCCC), the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES),  the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA), United Nations Convention to Combat Desertification (UNCCD), Convention on Wetlands of Importance Especially as Waterfowl Habitat (Ramsar Convention) and observers of international conventions and international organizations such as the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES); CBCGDF is officially certified by the United Nations Environment Programme (UNEP),and it is the United Nations Convention on the Protection of Migratory Wild Animal Species China's only social organization partner of CMS, observer of the "Three Chemicals Conventions" such as the Rotterdam Convention on the use of prior informed consent procedures for chemicals and pesticides, and a member agency of international conventions and international organizations such as the United Nations Global Compact and International Union for Conservation of Nature (IUCN).

 

5. Have a talent base. CBCGDF has gathered a number of professionals in science ethics, and looks forward to contributing wisdom and strength to the healthy development of China's science and technology ethics.

 

6. Actively participate in various technological and ethical governance initiatives and promote international participation. Previously, CBCGDF actively supported the work of the China Association for Science and Technology's "Code of Ethics for Publishing Scientific and Technological Periodicals" and the "Convention on Academic Publishing Ethics of the National Society of China Association for Science and Technology". In 2021, actively support the "Openness, Trust and Cooperation" initiative issued by the China Association for Science and Technology, the Chinese Academy of Sciences, and the Chinese Academy of Engineering, and take advantage of the international network to invite five international institutions including the Global Biodiversity Information Facility (GBIF) and The World Academy of Art and Science (WAAS) to support and sign the initiative.

 

7. In July 2020, the Standards Committee of CBCGDF released the national group standard of "Nature Photography Ethics Code" (T/CGDF 00008-2020) for promoting citizen science exploration and nature photography through standards work ethically, and biodiversity conservation and promotes sustainable development. In 2021, the national group standard of "ESG Evaluation Standards" (T/CGDF 00011-2021) will be released.

 

8.Actively participate in global digital governance and global environmental governance. CBCGDF joined the Global Genetic Resources Digital Sequence Science Network, the Earth Biogenome Project, initiated the South-South Biodiversity Science Project and participated in the Post-2020 Global Biodiversity Framework Negotiations. Moreover, “Ethics First” has been highlighted in a number of global governance activities.

 

9. Carry out long-term scientific ethics and study style construction publicity activities, and organize conferences, trainings and activities to publicize scientific spirit, scientific ethics, scientific ethics and scientific norms. In 2022, it will plan to organize academic exchanges around cutting-edge hot issues such as "Science and Technology Publishing Ethics and Research Integrity" and "Research on New Technology Publishing Trends”.
